The ball going to roll for 11th Bipartite Settlemnt from 2nd May and the Charter of Demands from Award Staff Group led by AIBEA as follows:

the following charter of demand for 11th bipartite settlement is being circulated on whatsapp and emails and has been shared some whatsapp groups of employee unions.

- of which the bank retirees' interested as follows>
PENSION
*Pension is to be fixed basing on the last drawn pay or the average of the last 10 months’ pay, whichever is higher.
*All pensioners, regardless of their date of retirement, must be given the same pension uniformly, basing on their length of service, last drawn pay etc. by invoking the principle of ‘One Rank, One Pension’ (OROP).
*D.A. on pension must be revised quarterly, as in the case of ‘in service’ staff.
*Pension must be granted to those who voluntarily retired after 15 years of continuous service in a bank, as per the clarification given by Government of India and RBI.
*Pension must also be granted to those who resigned after 20 years of continuous service in a bank.
*Commutation of pension must be permitted up to 40% of the basic pension.

Dear Comrades,

Charter of Demands for 11th BP Settlement submitted to IBA

he issue was discussed amongst our five workman Unions viz. AIBEA, NCBE, BEFI, INBEF, and NOBW and a broad summary of the Charter of Demands has been finalised.

Shortly, our 5 unions will meet and a full-fledged Charter of Demands containing the details of each of the demand would be finalized. In the meantime, we have submitted the Broad Summary of the Demands to the IBA today.

The demands submitted to the IBA are furnished herein for the information of all our units and members.

The broad summary of demands in respect of Retirees Interested as follows>
9. Increase in Annual Medical Aid and review for improvements in medical insurance scheme . Unilateral changes in the scheme to be withdrawn. The rate of medical Insurance after retirement to be discussed with the unions before renewal.

11. Removal of ceiling on Gratuity under the Gratuity Act.
12. Total exemption from Income tax on entire retirement benefits including Leave Encashment.
13. DA linked defined and assured pension scheme in lieu of NPS

27. Improvement in pension scheme on the lines of Government scheme on rate of pension, periodical updation, family pension, same DA for pre 2002 Nov. retirees, etc.

28. Revision in Ex Gratia Pension for pre-1986 non SBI retirees.
29. Follow up of the issues covered by Record Note dated 25-5-2015
30. Extension of medical scheme and LFC to retirees as in the case of in service employees

33. Allocation of fund Staff Welfare Schemes based on Operating profits and setting apart a portion of it for schemes for retirees

40. Settlement to be effective from 1-11-2017 for next three years

It seems AIBOC & other Officer Assns yet to formulate Charter of Demandsl

It is clear that the Award Staff Unions shown theri high handedness again by drawing up Retirees interested issues without consulation of Retiree Associations.

Having ditched in last Bipartite(signing pension as a welfare benefit & reducing pensionable basic pay by introducing special pay that not ranked for Pension - ie equalising pension with previous bipartite), now to be seen what they keeping in store for retirees again.

While AIBRF still in no mood to ponder over Charter of Demands, AIBPARC set up committees to formulate CHARTER OF DEMANDS and finalised 24 points with preamble as follows:

1 Pension Updation
2. 100% DA Neutralization
3. Family Pension
4. IBA Medical Insurance Scheme-for payment of some compensation to those retirees who joined
5. Welfare Fund for retirees
6. Extending one more option for pension to resignee
7. Extension of one more option of pension to those compulsorily retired 
8. Extension of one more option of pension to left outs
9. Sanction of PL encashment to those compulsorily retired 
10. Sanction of Compassionate allowance
11. Sanction of Gratuity to those who are facing external action after retirement
12. Retirees should be allowed to appear as defence assistants for defending the retirees
13. Provision of office space for retiree association
14. Special Allowance of X Bipartite Settlement to reckon for terminal benefits including pension 
15. Revision in Gratuity w.e.f. the date of notification by Government of India; 
16. Correction of anomaly arising out of retrospective reduction in pension revised under last settlement ; effect of commutation on revised pay should be from the actual date of Commutation and not retrospectively; 
17. Welfare funds should have percentage linkage with Operating profits of the Banks and not their net profits; 
18.Universal application of Judgements of Hon. High courts/Supreme Court of India in all identically placed retirees /employees uniformally; 
19. Interim Relief to the Retirees pending finalisation of the XIth Bi-partite settlement; 
20. Setting up structured forum of Grievance redressal for Bank Retirees at Industry and respective member Bank level; 
21. Uniform Medical Insurance scheme for Bank retirees on par with working employees/officers; 
22. Representation to Retirees on Pension Funds / Welfare Funds of member Banks; 
23. Interest free Festival advance to Retirees repayable in monthly instalments; 
24. Leave fare Travel facility to retirees once in 4 years; 
25. All other unsettled issues raised in the last charter of Demands submitted to IBA.
