Many
are anxious to watch what these middle-level can do for feeling the
pulse of grassroots - but definitly 'short time' wil be the excuse and
will do as they like.====================================================

We request you to refer our circular no. 2017/62 dated 12.05.2017
inviting suggestions from you for preparing charter od demands on
retiree issues.
2. We find that out of targeted group of about 217( 37 office
bearers and 180 central committee members ), we have so far
received suggestions/ comments from 7/8 persons on this matter .
We therefore request you to expedite sending the suggestions in
next 7/8 days. You may consider contacting membership at the
grassroots level and invite suggestions from them.

It
is construed as that AIBRF so far neglected the grassroot members, now
taken the step to seek their confidence in wake of it had registered as
Trade Union recently and to ask IBA to invite it as a member to the
Bipartite Negotiations instead of routing representations through UFBU.
AIBPARC
which advocated its middle-level to percolate the information to
grassroot levels for sometime till last year, it neglecting the grass
root members then onwards, prepared its 'charter of demands' on its own.

Whatever
may be, the rank and file retiree members particularly seniors,
super-seniors disgusted with associations in wake of last 7 years
retrograde achievements (2nd pension option with penalties, medical ins.
scheme with heavy premium vis-a-vis free for employees, and all the
more hacking clauses in last Bipartite eroding Bank pensioners'
legitimate constitutional and time-tested rights and debacles in court
cases the worst being 100% DA in Supreme Court where the President of
Retiree Assn. present and could not stop the hasty negative verdict for
retirees - which some circles feel it could be stopped by praying time
to submit written submissions as their views not heard on floor). And
zero result with time-passing Dharnas.
Some senior members started writing to officials, ministries, or resorted legal remedies as they thought.
They
further fear of what hell to see in coming bipartite though easiest
ways for FP & 100% are in hand in wake of implementation of same in
RBI way back in 2013.
So,
it is quiet natural that the rank and file members also put their
brains into work as to how best the issues can be solved in view of
dragging and long long pending.
And,
it is in the right earnest at the present juncture that the AIBRF
directing to collect/invite suggestions from grassroot levels.
But the story go otherwise.
For
example, in 2008, a grass root retiree member but he not less than a
former goldmedalist and direct PO, instrumental for initiation of
classifying bad debts as NPAs in Banking industry by furnishing a
profuse document on the subject to FM of that time Manmohan Singh - he
after patiently waiting for 7 year old 5 years notional case of special
VRS one day called the GS of his assn and liked to suggest some steps
for speeding up the case to be finalised, but the later in tone of 'we
know what to do, no need for sugestions' and said there is EC to see
what to do. Of course, that assn could not get the case any way but
another group of members from some other places got the positive verdict
from SC.
If
the tendency is so, how grass root members come forward to participate
in assn activities or convey their thoughts and suggestions.
Circumventing
all this vicious circle, it is better that AIBRF create a separte email
ID and welcome suggestions from grass root levels and even from the OBs
and CCMs, who are maximum apathetic to the call as it seen from the
circular, for analysing, filtering and finally sueeze the best for
finalising the matters to be adopted for.
