I am enclosing CIC detailed decision dated 11-04-2017 against United
Bank of India regarding supply of IBA circulars under RTI Act. Since
CPIO and deemed CPIO have retired, penalty amount of Rs.12500/- from
each one is to be recovered from their pension. It has also clarified
that there is no fiduciary relationship between bank and IBA.

In our complaint filed from Lucknow and handled by me to declare IBA as
public authority under RTI Act, the decision is under reserve. We and
IBA have completed submission of written statements and oral submission
before a divisional bench of CIC with 2 ICs. We are awaiting decision of
CIC.
