If you have been finding it
difficult to visit your telecom service provider's store (like Airtel,
Vodafone) to allow them to biometrically verify your Aadhaar, you are likely to
get an alternative method by January 1, 2018. If you are a senior citizen and
your fingerprint impressions are too faint to match those present in your Aadhaar data with UIDAI then, too, there is relief at hand.
A few months ago the government had
directed telecom service providers (TSPs) to verify Aadhaar of all their
subscribers, i.e., all those people owning mobile numbers. However, a large
number of people, particularly senior citizens, were
finding it difficult to physically verify their biometrics at their TSP's
stores.
Up until now the process required
the owner of a mobile number to visit the concerned TSP's store
with his/her Aadhaar card and get his/her biometrics verified physically to
update the know-your-customer (KYC) for their mobile number. Considering the
problems faced by senior citizens and others, Department of Telecommunications
(DoT) has directed TSPs to offer alternative options to make the KYC
re-verification (by verifying Aadhaar) process seamless and hassle-free from January
1, 2018. However, these alternatives would be available only to resident senior
citizens, foreign nationals, and those residents who have registered their
mobile numbers with UIDAI.
As per the original DoT directive,
the telecom companies have been given February 6, 2018 as the deadline to
complete the re-verification process of all their subscribers. Mobile
subscribers, who do not re-verify their KYC by verifying Aadhaar card with
their TSP will face disconnection of mobile services.
At present, to undergo this
re-verification process you need to visit your telecom service provider's store
with your Aadhaar card. You'll be required to verify your biometrics (by
allowing the store to match your fingerprints or iris scan with the UIDAI
database via the Internet), and to complete the process an OTP will be sent to
your mobile number. There's no fee for the verification.
However, going by DoT's latest
directive, from January 1, 2018 you will have two more options which will allow
you to re-verify your Aadhaar details with the TSP without visiting the store.
As per the latest directive, the TSPs are required to give you the following
additional options:
1. IVR-based re-verification
If you have registered your mobile number with UIDAI (which means that the UIDAI has linked it with your Aadhaar in its database) then the following option should be made available to you:

Service providers have been asked to use a short metered code for it. As per the latest DoT directive, this process is expected to work as follows:

• You would be required to call the
TSP IVR from the number that needs to be re-verified.
•Select the language followed by nationality, i.e., Indian or others. In case of others, the IVR would stop since there's a separate protocol for foreign nationals.
• Then IVR will play a message asking for your consent for verification through UIDAI under the Aadhaar Act 2016.
• After you give your consent, the TSP would send your mobile number to UIDAI and UIDAI will check if your mobile number is registered. Registered users will get an OTP to proceed.
• The TSP would have to again ask for your consent to fetch your personal details like date of birth, address and so on from UIDAI to verify the mobile number, and treat the OTP authentication as your signature.
• After you enter the correct OTP, the service provider would fetch your details from UIDAI and give you an option of sequentially keying other alternate mobile numbers, if any, count-wise and number-wise.
• A message confirming the successful verification will be played.
• After the completion of the given process, before updating / overwriting your details in their database, the TSP is required to seek your confirmation and send you a message after 24 hours. If you do not respond to this message within 3 days, the verification will be treated as positive.

2. Verification via telecom service
provider's portal for senior citizens / physically handicapped people
As per the DoT notification, TSPs are required to provide the following option for verification of Aadhaar (for updating mobile KYC) to senior citizens over 70 years of age who either do not have Aadhaar or their mobile number is not registered in their Aadhaar details with UIDAI or their finger prints are worn out or they are physically challenged.

• Fill out the declaration saying:
(i) I am an Indian National and having age more than 70 years as on 01.01.2018 or I am physically challenged.
(ii) I do not have an Aadhaar or my mobile number is not registered with UIDAI or my fingers are worn out and have Aadhaar but unable to do biometric authentication.
(iii) The documents uploaded by me are authentic and if found forged, actions as per the law should be applicable to me.
• Fill out the declaration saying:
(i) I am an Indian National and having age more than 70 years as on 01.01.2018 or I am physically challenged.
(ii) I do not have an Aadhaar or my mobile number is not registered with UIDAI or my fingers are worn out and have Aadhaar but unable to do biometric authentication.
(iii) The documents uploaded by me are authentic and if found forged, actions as per the law should be applicable to me.
As per the notification, TSPs have
been directed to ensure that you are not able to proceed if the declaration is
not entered.
• You will get a 4-digit code on
your mobile. After you enter the code on the website, an online Customer
Application Form (e-CAF) will be displayed.
• You need to fill out your personal details, upload a scanned photograph, government photo ID supporting your date of birth or certificate of physically challenged, if applicable.
• After submitting the e-CAF, an 8-digit alphanumeric transaction ID will be displayed on the screen which will be valid for 48 hours. The subscriber needs to share this transaction ID with a trusted person whose mobile number is registered with Aadhaar.
• This trusted person will have to enter the transaction ID and subscriber's phone number on TSP's portal.
• After verifying the mobile number and the transaction ID, the trusted person needs to enter his Aadhaar number. You can give consent as a trusted person for maximum of 5 subscribers.
• TSP is required to send an Aadhaar OTP request to UIDAI.
• The trusted person will receive the OTP on his registered mobile number.
• On receipt of e-KYC details from UIDAI, the telecom service provides are required to store the details in the same e-CAF and a send confirmation SMS to the subscriber as well as the trusted person stating " the process has been completed and we will take 96 hours to confirm if the mobile number has been re-verified after checking the all the details and uploaded documents. "
