3)Dear Sri CTGopalrathnam, i)I spoke to DO I Mediclaim Smt Srimathi & she conveyed the amount of Rs 12,678 .She added, when I enquired. that some difference in earlier settlements added together constituted this amount & so it was settled last 8/10 days or so
ii)Now u can be happier still & sure, supplementary LFD can be sent for the last ditch grim legal battle in SC in March 2018, as you indicated.

Dear Sir,   i)This has reference to your telephonic talk to me yesterday. 

I just came back from hospital where I had to stay for three days.On reaching home, 
Published your letter in the blog a couple of hours back.smartphone does not allow direct updation to the blog except in the case of google phones.
incidentally, the hospital where I had admitted my wife on an emergency basis on saturday, was reluctant to accept the cashless tpa card 
as they say the vidal healthcare TPA takes more than 10 days to credit the amount, and though the prior authorisation is given in a day, settlement takes a longer time. They also hinted that the tariff would be different if it is mediclaim  insurance based TPA
I had to pay the bill while getting discharged.
I would like to know whether a hospital can refuse to accept (despite the production of card and id) on these grounds, if the stay is not going to be more than a week or so. Also please let me know whether i can query through an RTI the duration of settlement of mediclaims by TPA, delay attributable to them only. 
I am sending a copy of this letter to our GS and also Sri Kishore for their information.

i) I was able to contact Mr Sivaganesh Mgr TPA Vidal Health Services after battling thro usual telephone jinx ,which never allows immediate talk

How nice it would have been had u given Hospital name Also in such cases ,for urgent teletalk Ur phone No had u mentioned , it wld have been direct talk with U .I have ur phone but some time it takes to refer  OK

ii) He told me Always an immediate call to TPA, to him or Madam Srimathi ,would have eased the situation .
Plus he added Hospital has no business to say they will charge more , if it is via TPA
He confirmed there is nothing like less than or more than a week, as Only after immediate admission& urgent tests , they will decide also watching progress

iii) There is no need to refer thro RTI ,a waste of time
This is pure administrative procedure

iv) Please inform Which Hospital, nature of illness when u took ur wife for emergency admission
He felt it is sad even after producing TPA Card & Id , Hospital acted in this fashion
He wanted to know if u had contacted TPA when u were facing such a situation

I have received the same email from you for the second time. Earlier it was received a couple of days back, when I gave the documents which you call shortfall.
In addition, your email shows a telephone number which is an old number . The new number at Anmol Palani at G.N.Chetty Street, t.nagar, is not given in your email. 
I confirm that I have given the documents to your office.
I have already given four receipts.
1. The main receipts from the Trinity Hospitals are:
     a. A receipt  for Rs. 11659 issued by the Hospital.
     b. Another cash receipt for Rs.1800 by the same Hospital Chief: Dr.R.Jayachandran

I learn that post hospitalisation medicines are allowed for a  period of not less than 30 days.  Those medicines which were not available at Trinity Pharmacy itself were b ought  at Metro Pharmacy, near my residence.
The total of 1 AND 2 COMES TO RS. 17520 WHICH IS WHAT I HAVE CLAIMED.

  I think just to score debating points Mr Kulkarni has written this article.   Jinnah had won the heart of almost every Muslim in the country.Mahatma Gandhi who too was convinced of Jinnah's all pervasive influence and the prompting came from one of the most brilliant persons of our times Rajaji. Gandhiji met Jinnah in his house to thrash out the issue in1944.

When confronted with the idea of Pakistan would also lead to partition of the Punjab and Bengal and no Assam .Jinnah backed out.The talks failed and in !947 Jinnah accepted what in 1944 he  had characterised as a 'moth eaten and truncated' Pakistan ! Even Dr B R Ambedkar in his Book PAKISTAN or The Partition of India published in 1940 advised that it was in the interest of India to accept Jinnah's idea of Pakistan.If Congress had accepted Ambedkar's advise and Jinnah had accepted
Mahatma Gandhi's  proposal in 1944 much of the loss of lives could have been avoided.

7)Respected Colleagues, True. We have, now-a-days, become restless. We hoped of getting
solutions to our  problems through the usual organizational avenues.
We approached our Management. After hectic attempts by some of our
stalwarts, we could convince the Members of LIC Board, which, taking
cognizance with our just demands, passed a historic resolution
unanimously in favor of 100% neutralization of DR. The Management
forwarded the same to UOI with its recommendation, followed with a
reminder sometime later. Nothing happened.

  Then, legal proceedings were initiated against this discrimination
and we could achieve favorable judgement in HCs of Jaipur Branch of
Rajasthan, Chandigarh and Delhi. From then onward, we struggling hard
to convince the Supreme Court on legal grounds. As Sri. P.Ramanathan
observed sometime back that there are courts for law and not for
justice. As you are aware, AIRIEF has now engaged an eminent Sr.
Counsel who commands professional respect in SC. Next hearing is
likely to commence from 5th March. As usual, the bureaucracy may be
rigid and antagonized against our TWIN MAJOR JUST DEMANDS and would
even turn mountains to defeat us judiciously. Knowing the sinister
move of our opponents, AIRIEF is also more cautious in handling the
legality of our issues and our Legal Committee has spent days and
nights to face this last leg of our life and death battle with still
more forceful legal points and effective court cases under the able
guidance of our Sr.Counsel.

  As some of us are now suggesting, we took earnest steps, during the
last General Elections to the Parliament, to meet prominent
contestants from BJP and post them of our prime demands. They
unhesitatingly promised that they would erase the menace of injustice
immediately on forming the government. We never let up our efforts in
meeting the ministers, who promised us earlier, to remind them of our
issues and pave the way for put an end to the prolonged agony. They
still live on their promising stages and not on acting upon their
promises. Are we to launch the same old programme, again ? Will it
touch even the surface of their thick skin ?

  A recent circular issued by LIC Class-1 Association has announced
agitation against the promise of the management earlier and the
proposed move against their own promise later. Such a fine culture has
taken refuge in the wings of the highest hierarchy.

  There is a doubt in the minds of our cadre whether LIC / GOI would
implement the judgement of the judiciary. It is expressed that the
judgement could only be a recommending one as we don't have sufficient
legal support and again we have to approach the government for
implementation of the court judgement. I would like to bring the
following information to disprove the above conclusion. On the basis
of the judgement of the Supreme Court, IBA has advised Banks to
implement the judgement, which has come in favor of pensioners. I
request our members to read the  message (4th instant ) of Sri.
R.B.Kishore, Vice President of AIRIEF. This message has appeared in
our AIRIEF website as well as in R.K.Sahni's Pensioners' Voice Blog. I
don't under-estimate the suggestions of some of our senior active
members. My request is that we should not precipitate matters. It
should not turn to be a wrong signal to the opposite side that we have
lost hopes in judicial approach and that we are now inclined to direct
contact with FM / PM.

The bureaucracy may not even hesitate to mention before the court that
only a section of leaders are interested in court settlement against
the wish of the majority of members who are interested to settle the
issues through direct contact with the government. I request our
earnest members to think twice before issuing any call against the
present move of AIRIEF. I have penned this message not with any
intention of hurting any one.

Lot more consolidation on other points as well needed , though we can repudiate Pay as you go Concept as belittling the UOI resources as against merited Pension Fund replenishment as per requirement arrived at & which as we all have pointed out goes on reducing the amount additionally pumped in , due to retirements, terrific spurt in Family Pensioners numbers having  risen from 17 per cent to 36per cent & in some Zones much more. Wage revision or PLLI or MidDay Meals Coupons to all Staff SSto ED,costing Rs550cr pa, Or
new type of Allowances, & other benefits have not dented or reduced in any manner the growth of LIC or new business & on the other operating ratios are strong indices of LIC excellence , even certified by IRDA .
We also submitted that when NPS has picked up momentum & soon the Pensioners under total PU concept will dwindle & come to Nil too. There is nothing like infinite or indefinite or timeless Pension Upgradation , must be dinned into the ears of eminent SC Bench.There should not be any cause of alarm or exaggeration which LIC tries to indulge in Its last ferocious & adamant attitude instead of looking at circumstances, glaring Anamolies & absurdities , 7 grades below getting more pension than their Seniors,a Holistic approach only SC Bench must apply to totality of circumstances & environment , where everywhere, PU is raining to CG, SG,Railways ,Defence,OROP for Armed Forces, PSUs of CG, even lossmaking ones, University & College Professors & Teachers,Judges of SC, HC, additional agerelated , value added percentage of pension at 80,85,90,95&100, to CG,SG etc ,what more. The less we talk about MLAs, MPs , the better;no rule,rhyme or rhythm.
 Ignoring the devoted , dedicated Elders & Sr Citizens giving out their best & Basic Pension remaining static & same in IV Pay Commission mode ,stagnant for 25 years& more is a tragedy of gigantic proportions, virtually crushing them in this long, meandering , tedious & tortuous legal battle. It will be a travesty of justice if SC Bench does not rectify & remedy the anamolous & abhorrent situation , when about 16,500 Pensioners died & are dying . Eyes & ears of the Scales of Justice symbolized in the logo of balance, of Court must ensure fair, adequate justice to these Pensioners in this last final phase of hearing.

  Article 21. Right to decent living cannot be wished away,Article 14  & 16 violently violated with impunity & DHC cannot , by any standards ,treat LIC Pensioners as well paid, & in that process , going to the extent of even departing, deviating & aborting the well laid out & enshrined concept of treating ALL Pensioners as belonging to One Group & committing grave misinterpretation by further creating a Class within a Class, Subclassifications & Miniclassification, so detrimental to Sacred concepts of Equity , Equality , thereby straightaway throwing overboard the Fundamental Rights enshrined in our Constitution, Articles 14 & 16  . Full 100 percent DR ,same as that of post 8/1997 Pensioners & Employees must come into being to avoid the blatant Discrimination present now with a heavy loss of DR for pre 8/1997 Pensioners all along.

   
It is a sad irony of fate that precisely those institutions , Financial & Service   who feed the Govt, who ensure adequate funds for economic growth & prosperity of these institutions & which indeed brings about silent revolution of our country , are sidelined & made to crawl & cringe for so long ,drawing 18 years of toil,sacrifice, labour, energy , money spent,no one to wipe the tears of the widow ,& prolonging hearing with several adjournments , frustration adversely affecting the aged & so SC Bench to realize the true

13)Office Memorandum
Subject: – Timely commencement of family pension in favour of spouse by banks in the event of death of the pensioners.
Attention is invited to this office 0M No. CPAO/Tech/ Bank Performance/2016-17/255 dated-27.02.2017 whereby Heads of all the CPPCs and Government Business Divisions of the Banks were advised to Commence the family pension to the spouse immediately on receipt of death certificate of the pensioner, proof of spouse age/date of birth and under taking of recovery of excess payment latest within a month.
However. analysis of reports prepared in CPAO regarding time taken in conversion of pension to family pension in favour of spouse of deceased pensioners shows inordinate delay in many cases. The details of these cases are available in CPPC logins http://ppo.nic.in
In view of the above, Heads of CPPCs and Government Business Divisions Of the banks are advised to review the latest position and ensure compliance of the above instructions and submit the status report to CPAO along with reasons for delay by 9th February, 2018 positively by e-mail at vijay.cpao@gmail.com
It is, further, requested to give the acknowledgement of receipt of application and death certificate to the family pensioner regarding commencement of family pension.

14)Tatkal charges are a fixed percentage of basic fare, subject to minimum and maximum charges.
Tatkal ticket booking, introduced by Indian Railways in 1997, is meant for passengers who want to travel at a short notice. Tickets under the Tatkal quota can be booked at railway counters. Tatkal tickets can also be booked online through IRCTC, which provides an e-ticket booking facility for Railways. Passengers have to pay Tatkal ticket charges for bookings under this facility. The bulk of the Tatkal train tickets is booked as soon as the Tatkal window opens. IRCTC advises passengers to first check ticket availability under the general quota before opting for the Tatkal/Premium Tatkal quota.
Tatkal Ticket Booking Rules In 10 Points:

1) Bookings for Tatkal tickets for AC classes open at 10:00 am and for non-AC classes at 11:00 am, a day in advance of actual date of journey. For example, if the train leaves on 6th, Tatkal booking will commence at 10 am for AC classes on 5th and at 11 am for non-AC classes. 

2) A maximum of only four passengers per PNR can be booked for Tatkal tickets.

3) Tatkal ticket booking charges are fixed as a percentage of fare at the rate of 10 per cent of basic fare for second class and 30 per cent of basic fare for all other classes subject to minimum and maximum as given here below, according to the Railways website.

4) No refund is granted on cancellation of confirmed Tatkal tickets.

5) If a confirmed reservation has been provided to RAC or a waitlisted ticket holder at any time up to the final preparation of charts, such a Tatkal ticket is treated as confirmed.

6) For RAC or waitlisted Tatkal tickets, a refund will be made if the ticket is cancelled up to 30 minutes before the scheduled departure, according to IRCTC's website - irctc.co.in.

7) Full refund of fare and tatkal charges will be granted on the tickets booked under Tatkal scheme if the train is delayed by more than three hours at the journey originating point of the passenger and if the train is to run on a diverted route and passenger is not willing to travel.

8) If the person is not willing to travel, then he/she has to file Ticket Deposit Receipt (TDR) with a proper reason for claiming refund, according to the IRCTC website.

9) In case a Tatkal ticket is issued for travel for more than one passenger, with some passengers having confirmed reservation and others on the waiting list, a full refund of fare less clerkage will be admissible for confirmed passengers, subject to the condition that entire Tatkal ticket is surrendered for cancellation up to thirty minutes before the scheduled departure of the train, according to the IRCTC website.

10) No concession is allowed in Tatkal ticket booking.

Now,  the same premium that is recovered in previous months , for  the SA opted for the year 2017-18 based on  premium rates for the 2017-18 is only being recovered  as adhoc premium for the year 2018-19 from pension  for the month of Feb 2018.  The revised premium for the increased SA for the year 2018-19, based on increased Compulsory floater cover will be recovered with difference later on after premium for the year 2018-19 is finalised by CO.

15)The Supreme Court on Tuesday asked the Union government to take a “categorical stand” on establishing an independent body to review the salaries and allowances of Members of Parliament and, possibly, scrap their post-retirement benefits and perks.
A Bench, led by Justice Jasti Chelameswar, said the time had come for the government to make clear its position on the issue which has been publicly debated since 2006.

The petition, filed by NGO Lok Prahari, said the pension and perks given to MPs after they demitted office were contrary to Article 14 ( right to equality ) of the Constitution. It said Parliament had no power to provide benefits to lawmakers without making any law. It argued that there were no guidelines for granting allowances. The NGO highlighted how a person in his mid-twenties, a one-time MP, was eligible for pension for the rest of his life, and such an expenditure was a drain on the exchequer.

” Have you taken a categorical position ? We know the Government of India’s policy is very dynamic. The issue has agitated the minds of people since 2006. What is the government’s view ? Your counter affidavit does not disclose a categorical stand,” the court questioned counsel for the Centre and senior advocate Ajit Kumar Sinha. Mr. Sinha sought a week to file a detailed response. In a preliminary submission, he said the establishment of an independent commission to review the salaries and allowances of MPs was still under consideration.
” Irrespective of the government in power, this is a matter of concern. How long should it remain pending ?” the Bench observed.

GOI has approved the 'Committee' recommendations regarding 5th, 6th, & 7th Bipartite retirees and have sent it to our Bank for further necesary action.
In this connection our Chairman has instructed to all LHOs to make ad-hoc payment up to 90% of dues. Since the total number of beneficiaries would be around 40,000, it will take few days to complete the payment of dues of arrears to the eligible pensioners. The work will be done in lots of about 6000 pensioners and the payment of arrears to number of pensioners has already been made and the rest of the eligible pensioners will get arrears within the next few days.

19)அந்தோ காலா அந்தகாரகனானாயா
எங்கள் ஜயேந்திரர் உங்களுக்கு அத்தனை அவசரமாகத் தேவையா? 55 ஆண்டுகளுக்கு முன்னால் ஆந்திராவில் உள்ள அக்ககாரி பேட்டைஏரிக்கறையில் மகா பெரியவாளையும்ஜயேந்திரரையும் தரிசித்தது இன்றுகாலை போல் உள்ளதே! 1992ஆம் ஆண்டில் ஸ்ரீ மடத்தில் எனது “நிலவே நீசொல்”  என்ற கவிதை நூலை முழுக்கப்       படித்துவாய் நிறைய நன்னாஇருக்குநெறைய எழுது என்று ஆசீர் வதித்துபுத்தகத்தின் மேல்மந்திராட்சதையும்புஷ்பஙளையும் வைத்துக் கொடுத்த எனது குருநாதர்ஜயேந்திரரை எங்கு கொண்டு சென்றாய் காலா?
2013ல் சங்கர மடத்தில் எனக்கு “சேவா ரத்தினா” விருதளித்துப்பாராட்டினீர்களே-மறக்க முடியுமா?

2013ஆம் ஆண்டு எனது தியாகப்பிரம்மத்தின் பஞ்சரத்தின கீர்த்தனைகள்தமிழாக்கத்தைக் கேட்டுவிட்டு ,’நன்னாத்தான் இருக்குஇருந்தாலும் அந்தஅந்த கீர்த்தனைகள் அந்த       அந்த பாஷையில் இருப்பது சிலாக்யம் “ என்றுஅறிவுரை கொடுத்த என் குரு நாதர்      ஜயேந்திரரை மடத்தில் தரிசிக்கமுடியாதேஎன் அன்பு நண்பர் கவிஞர்  காஞ்சி முத்துராமமூர்திக்கு கைஉடைந்ததைப்போல வேதனை தந்துவிட்டாயே காலாஒரு வாரத்திற்குமுன்னால்தானே உன்னை ஆங்கிலத்தில் கேட்டேன்” டெத்வென் வில் யூடை?’’என்றுஇன்று காலை இந்த அதிர்ச்சிச் செய்தியா?
காலா செய்உன்னால் இயன்றதை எல்லாம் செய்
காலா இங்கே வாடா உன்னைக் காலால் மிதிக்கிறேன்” என்ற எனதுபாரதியையும் அழைத்துக் கொண்டாய்.  என் தகப்பனார்தாய்மனைவிஅனைவரையும் அழைத்துச் சென்றாய்அவர்களைப்      பத்திரமாய் காத்துவைஎனக்கு அவர்களைக் காட்ட வேண்டும் அல்லவா?

20) Sir/Madam ,
Now,  the same premium that is recovered in previous months , for  the SA opted for the year 2017-18 based on  premium rates for the 2017-18 is only being recovered  as adhoc premium for the year 2018-19 from pension  for the month of Feb 2018.  The revised premium for the increased SA for the year 2018-19, based on increased Compulsory floater cover will be recovered with difference later on after premium for the year 2018-19 is finalised by CO.
