Deduction of (40%) Interim Relief from " Arrears"

Dear Mr Mahadevan,
     Because Machilipatam D O disbursed "ARREARS" immediately on receipt of instructions from Central Office and was the first one to do so, I began to wonder whether they would have deducted the INTERIM RELIEF OF 40% and interest of 8% thereon FROM THE "ARREARS".
     They would not have, in all probability, for those perverse instructions were issued later after Machilipatnam D O disbursing the "ARREARS".
     So those who drew arrears from Machilipatnam D O are better off than those who drew / are still to draw from other offices, aren't they?
     Isn't THIS also a form of discrimination perpetrated by LIC by its issuing different instructions on disbursement of "ARREARS" at different points of time, please?
     I haven't heard till now anything from Chennai D O 1 (my pension-disbursing office) even though pensioners from Southern Zonal Office have received emails (ref. Mr Y. Bhagyanath, my relative and fellow-LIC pensioner) on "ARREARS".
