Reg: DR Arrears, and Pension changes in August
for pre-97 Pensioners.....

We have waited long enough, and yet, do not have a clear idea as to why 'stop payment' instructions were issued by the CO, on their earlier instructions to Pay Arrears of DR as per DHC judgment, and the Order of the SC, and why even after so many days, it has not been lifted to enable payments to go on.
Meanwhile the August 1st Pension shows changes for pre-1997 pensioners, indicating that the DR changes were meant to be given effect to from this month, again as per the SC order. But the manner in which it has been carried out is defective, as could be seen from a few cases , here and there. Unfortunately the basis for changes is not explained and therefore we have to only presume certain aspects, when we make our own calculations. Not all pensioners involved, may have an idea of what they ought to get, and what they actually receive. This again has to be a part of our representation to CO, so that we can go back to the paying office, with correct calculations , if we can sense that there are mistakes.
I have today sent a mail to the ED (P), on these matters and I thought I should share it with all of you:
Dear Sri Guptaji,
While we are anxiously awaiting to know why the instructions issued to the Zonal Offices regarding payment to pre-1997 pensioners, of Arrears, of DR as per Delhi High Court judgment of April 2017, was suddenly stopped under your instructions again, we would like to point out that the August 2018 Pension which was supposed to carry the effect of the revised DR, has been erroneously calculated at 0.23% instead of 0.29%.
We have one concrete example of the case of Sri G N Sridharan,( our former Gen Secretary, and Petitioner no1), a pre- 1993 retiree, who has been paid a total pension of Rs 24524 instead of 25128/- The loss, to an already low pension, is to the extent of Rs 604/-! This payment has been made by the Southern Zonal Office. I request that this serious matter be got rectified immediately under your instructions.
I reproduce here the operative part of the Order Para 107 iii (c) of the DHC judgment, which says "Dearness Relief @0.17% of basic pension in paragraph 1 shall stand enhanced to 0.29% for amounts between Rs. 2130/--to Rs. 3850/-, the Rate stipulated in paragraph 2."
I now advert to my mail 27-08-2018, where I had pointed to a serious input error /programming fault, which had resulted in one Family Pensioner (Taken as an Example) not being paid the 40% Interim Relief, paid out in 2016 to others. I do hope you have got this matter examined and made sure the same defect in your calculations, is not carried into the current payment of arrears, and also the monthly Pension. As I have always maintained, Family Pensioners do not know your calculations, and the Office will have to take care to ensure that the calculations are made correctly. Otherwise you will be hitting an already weakened section of ( Family) Pensioners, cruelly.
I would like, once again, to stress, that your assuming 2007 as the base year from which the Arrears of DR are calculated, is a very incorrect step, when it is clear to everyone, that the First Petition was filed in 1998, and that is the point from which the arrears will have to be reckoned , as per the Delhi High Court judgment, which is the Order for you to make the basis for calculations. If this is not corrected, it becomes yet another reason for the litigation being lengthened, for this ordinary matter. I do hope you will not be forcing us to go to Court for this mistake to be set right.
I do hope, while this Great institution, is entering an illustrious 62nd year, of its service to the society at large, we the Pensioners, would get at least the fair treatment that we deserve for having served this organisation to make it what it is today.
