Retd. IAS Officer, now Bank of Baroda Chairman, was the kingpin for getting Joint/Record Notes of 2015 Bipartite signed with clause "Pension is a welfare measure only" and at that time he was Ministry of Finance, DFS, Secretary.
He also made Bank Retirees silently/prankly CHILDISH IF NOT MENTAL when they ie., the Retiree Assns. Leaders, visited him and the later consequences appeared as if they were farcically fooled by him.

This news MORE HOT and mosty relevance also for Bank Retirees now as at Retiree Assns. instance, many individual retirees sent representations to PM & FM recently and of course, as usual met with the fooling response of "acknowledging and forwarding to concerned ministry" to few early bird senders.
As it is well-known, that Dr.Hasmukh Adhia is well versed with Bank Retirees issues as he was DFS Secretary for considerable long time and already fooled them and their tail-cut with the obnoxious (for us) / BRAHMASTRA (for - the IBA/MOF) clause of 'PENSION A WELFARE MEASURE ONLY' that, with other relevant and recent amendments those, successfully used in foiling (for us) winning (for them) the 100% DA case at Supreme Court. This inspite of 13.2.2018 judgement of Supreme Court that retrospective effect not tenable and Bipartites cant be ultravires of Acts and Regulations.
It can be well understood that Govt. cleared RBI Pension Updation after confident itself, by dint of this Brahmastra, that Pension updation in Banks easily be denied and if Bank Retirees go extra - cut the balance tail and make them starve also by using this Brahmastra.
So, even wake up, there is little or no chance for Bank Retirees, except lament for UFBU misdeeds
of surrendering the rights of Bank Retirees to Govt. & IBA and live at their mercy.
If Dr. Hasmukh Adhia become PM's Principal Secretary, it will be easy for Govt with proper and timely instructions and guidance to MOF as to how tackle/thwart Bank Retirees issues at BEST from Govt angle easily.
