In my previous Circular DK-- 24, I
had not mentioned certain details regarding Collections/Remittances by our
Associations to the PM CARES Fund. I thought, when such sincere efforts
have gone behind such Collections, these details need to be openly
acknowledged.
Our Delhi unit was the first to make a direct
remittance into the PM CARE Fund, an amount of 1 lakh. Now they are thinking of
the Odisha -W Bengal Relief Collections. Our sincere request all other
associations to make genuine efforts to contribute to the flood relief of West Bengal and Odisha.
Our Odisha Unit, apart from contributing one lakh to the state
CM's Relief Fund for the Covid 19 fight, has made a further collection of 1.7
lakhs towards the PM CARES Fund.
Kolkata has collected as per

The Total of these contributions comes to
2,19,011/-
All
these have been directly remitted to the respective Agencies making the
collections for the same Cause.
I thought these are very significant
aspects of information worthy of being shared in the open.
Very recently , Sri Panda our Jt. Secy
from Odisha made a reference to me about the need for representing to the CO
regarding Time Limit Extension for the recently Retired Officers, whose
extended LTC availing period would have been intervened by the
extraordinary period in the country, where no travel is rendered possible. On
this score the LIC CO E&OS Dept has already issued a Circular dt
12-05-2020, extending the period by one year closing with 31-03-2021, only for
Class III and IV employees now in service. I sent in a representation to the ED
(E&OS) on this, for which I received a response from him in double quick
time. The circular and both the communications are being reproduced here:

It's a long time
since I spoke to you once, reg Mediclaim matters. Later, when I visited the CO
in February, I could meet with Secretary Personnel and discuss those issues.You
were away on leave then and somehow I was denied of the opportunity to meet you
in person. You were extremely forthcoming in your talk over phone then,
and I thought I should have the good luck to meet you.
Now I have another
matter on hand to discuss with you. The CO Circular issued by you dt
12-05-2020, regarding Relaxation in time limit for availing LTC, due to the
current situation in the country, is indeed timely. My request is to extend it
to Class I officers who could not avail themselves of this facility before
Retiring, and who did apparently have extended time as per rules. And you know
what happened later on. There are Retired Officers whose LTC time would expire
in this period of Lock-Down, and who should be permitted to avail of it later,
in keeping with the spirit of your 12th May Circular for employees. Kindly do

Thank you for your kind words. I
would also have been happy to meet you, I am hopeful that the opportunity will
come in the near future after things normalise.
As regarding your request regarding
relaxation of time limit for availing LTC, the matter is under our
consideration and a decision in this matter will be taken soon.
