Upgradation of pension in RBI?

I have come across an interesting chat in a  private whatsapp group attributable to one of the current leaders for the cause of LIC pensioners. The leader says that RBI has amended their pension rules  providing for up gradation , though prospectively.I tried to check up through my own contacts but I am not getting any confirmatory feedback.
If what the respected leader says is a fact it will indeed be a good development though comparison with RBI may not stand well for us in the court and besides  it may not benefit octogenarian and nonagenarian pensioners of LIC or RBI. In any case if the report is true some foundation to justify the up gradation demand can be deemed to have been laid.
I am therefore interested in knowing whether you have any authentic information on the subject either directly or through any reader(s) of your blog .If you have any, may I suggest that it should be published in your blog.
