I read ur circular . I am 1000% sure our legal dept shall not accept
Several yrs back Nagpur bench of Maharastra HC gave favourable verdit.It against RBI. The only remedy is application of 6th CPC recommendation. 2o yrs qualying service eleigible for full pension and the concerned bank might have gone in for appeal
Anyhow let the applicant try. Even Central Govt not agreed to grant pension if employee resigns.
