Dear Sir,
Re: Issuance of (hard copy) Health Insurance Card to the Retired Employees and Family Pensioners.
We draw your attention to the MOU Signed for the period 1.4.20 to 31.3.21 between LIC and New India assurance Co., Mumbai, having paid a premium of more than Rs.500 crores covering all LIC employees, Retired employees and family Pensioners. For the purposes of administration, New India appointed Good Health Insurance TPA Ltd. and assigned the work of cashless hospitalization payment as also reimbursement of the hospitalization bills, and issuance of the health cards to individual employees, retired employees and family pensioners, as per Data provided by the various Divisions of LIC falling under the jurisdiction of Northern Zone New Delhi.
Kindly refer the clause 4 page 13(b), which states, "The employee/retired employee has to submit E-Card of Patient issued by TPA and photo ID cards such as LIC ID Card, PAN, Driving license, voter ID cards etc.
Page 25 clause G, 15- States ID card means the identity card issued to the insured person by the TPA to avail cash less facility in net work hospitals.
In view of the above clauses, it is very clear that TPA will issue the ID cards to the members for availing Cashless facility while getting treatment in the hospital. We regret to note that no such cards have been issued so far to in-service employees, retired employees and family Pensioners. The in service employees may get e- card from the office as they are using computers and a facility of printing as well in the office.
We may bring to your notice that the scheme of pension was launched in LIC in 1995 and so the pensioners have become senior pensioners and super Pensioners and many of them are even not able to move what to talk of visit to office especially Jaipur Station, where its boundary touches to 30kms. The difficulty arises when they are hospitalized, having no TPA cards and having no knowledge, since they are not in touch with LIC. If they are not having any attendant, the situation becomes grim. The plight of the Family Pensioners is more vulnerable Apart from the above, there are cases where the LIC is deducting the premiums but due to error, Data is not fed properly and it is only known when he/she becomes hospitalized. If the card is issued, this situation can be prevented. Lastly, many of pensioners and family Pensioners have no computer, printers and even Android phones and hence they can't download the cards. We can give you many examples where without e-cards, our Senior pensioners and family Pensioners had to face the difficulty in availing the cashless hospital facility, as they did not possess the required details. Many hospitals having cashless facility do not co-operate and become adamant for e-card and other details Many of them have personally approached you for such information.
In view of the above facts, you will realize, the importance of Issuance of e-cards to Pensioners and family Pensioners. We therefore, request you to please instruct the concerned person to issue e-card to each and every insured at an early date to avoid unnecessary hurdles in getting the treatment.
