Reg: Some matters of interest …..
There has indeed been a long gap in our communication chain, through the Circulars we keep issuing from here. I thought that gap should be bridged now with this one.
One reason for the gap is that I was away from Head Quarters for about 2 Months and returned only on the 21st May. This time period was spent in intense treatment at various places for my wife who has been unwell from January when she had to be hospitalized for Covid.
While I was away, an apparent opportunity presented itself to us, for meeting the Finance Minister, Smt Nirmala Sitharaman, who happened to visit Chennai on the 8th of May. I got in touch with Sri V R Krishnan , our Jt. Secretary & Secretary, Chennai Assn. and Sri C H Mahadevan of Hyderabad Assn. settled in Chennai, and discussed modalities of getting an appointment on the 8th of May. But that was not to be and we had to reconcile ourselves to sending the Note prepared, to be presented in person to her, by post. This Note is being reproduced as attachment -1, for your benefit.
Earlier too, in early May, The Ernakulam Association in its EC Meeting had come up with a novel thought that we should find out different methods of approaching the Govt. which will lead to results on our most pressing matters which are pending for long, like Improvement in Family Pension, Up-gradation of Pension, age-graded increase in Pension etc. I did take the cue from them and sent a very briefly worded letter and sent it to the 3 known addresses of the PM Sri Modi. Reproduced as attachment - 2.
When the CO issued Circular on 23rd May 2022, seeking applications for "special entry" from 'Confirmed Employees' who may think of inducting their spouse or Dependent Children who might have been left out due to various circumstances. Most of our Retired friends thought that Pensioners were excluded from the scope of this Circular. I wrote to Sri Patnaik MD saying, in so far as Pensioners have not been expressly excluded, the Circular should be made into a very Inclusive one by permitting Pensioners too, to be part of the eligible 'Confirmed Employees'. We are yet to know how this is being viewed. Meanwhile I asked a number of friends who have been clamouring for an option to enter the Scheme, to go ahead and send in their Applications for inclusion. This letter too is being copied here, as attachment - 3.
The Family Pension improvement to 30% of last drawn pay, which was given to the Bank Retirees with effective Date of 1-4-2021, is yet to see the light of day for the LIC Pensioners. Also it is reliably understood that the new Secretary has only recently joined the Dept. of Financial Services, filling in the vacancy created by the Retirement of Sri Debashish Panda, who has since taken over as Chairman IRDA. Moreover, after this very vexing wait for nearly a year, it is now believed that there is a chance of this coming through shortly because the Note on this for GIPSA group of General Insurance Companies, from the GIPSA Board, has also recently been received and the wait it seems has been around this point. Since the Approval obtained originally was for Banks and the Insurance Companies together, the Notification on this, may be expected to be released in the next few days. But then no resting on this until it really comes officially.
The recently presented Charter of Demands (effective 1-8-2022) of the in-service Class I federation includes a number of our Demands too, as Retirees..…
1. Pension at 75% of last drawn pay in place of the current 50%.
2. Full Pension after 20 years of completed service in place of the current 33 years
3. Up-gradation of Pension along with every Revision for Employees.
4. Family Pension to be 30% of last drawn pay.
5. Yearly Health check facility for Pensioners
6. Age related, graded increases in pension from age 65.
Let me once again Invite the selected members from all the Association Units to go over to Chennai for the EC/GC meeting slated for the 18th and 19th of June at Chennai.
I want to make a technical point of clarification here, for the understanding of our Association Units. Those of you who have conducted your AGM and have made changes of personnel at officiating levels, cannot for reasons of such changes made now in your AGM, change the elected EC members of Federation as an automatic decision. They can be changed only on the Federation Platform, in its ensuing General Council Meeting. This type of mistake happened in the last GC meeting at Kolkata where the elected Federation EC members abstained from participating in the EC/GC meeting, saying they had been replaced at the Association levels by others. These EC members of the Federation can be replaced only in the General Council Meeting, after they go over and attend the next GC meeting. The Association units cannot meanwhile override the election made by the General Council of the Federation, through their unit level changes.
