Exgratia to Officers placed in the higher scales

My attempt to talk to ED(P) on 13 th inst did not succeed. He sent a message, ' Sorry I am not able to talk now'. He also didn't return my call. So I sent a WhatsApp message requesting him to ensure that scale retirees get ex gratia as per the cadre in which scale they retired as on date of retirement.I also sent a WhatsApp message to ZM SZ to the same effect and later talked to him. He agreed with me and promised to check that it is taken care of.
