Letter to Chairperson

Dear Sir,

We wish to draw your attention to the para three of our email dated 11.5.24 and also to the e-feap update N 24.015 Pension Module item No 1. Which says "Program will ascertain Age Band and calculate one-time Ex-gratia basing on CADRE & DATE OF BIRTH".

We would like to draw your attention that while developing the programme some finer aspects have missed the attention of the authorities, resulting in Financial losses to two sets of pensioners groups, as below.

  • 1.
    The Officers who were granted Higher Scales, in recognition of their excellent Service Records, but unfortunately not being given the Higher Cadre in our records. As per instructions and Module formulated, while calculating the Ex-gratia benefit, they would not be given the advantage of the Higher Scale, resulting into Financial loss to them unnecessarily. The irony is, while calculating their retiral benefits, including Basic pension, they were given the benefit of Higher Scale, but here in the matter of Ex-gratia they are being denied the same because of faulty programming.
  • 2.
    As per module, the Ex-gratia benefit to the FAMILY PENSIONERS, would be decided on the basis of the age of the Family Pensioner, not on the age of deceased Original Pensioner as on 7.5.24. It does not seem to be justified. With this criteria the financially hard pressed Family Pensioners ( spouse and other dependents) would be put to loss, which could have been received by the Original pensioner, had he been alive on the date.

As such, we feel that these issues need to be addressed before the Ex-gratia payment is made. We demand that--

  • 1)
    For the persons placed in the Higher Scale, their Ex-gratia is calculated on the basis of Higher Pay Scales and not the Cadre to which they belong.
  • 2)
    The Family pensioners' Ex-gratia is to be calculated on the basis of the age of the deceased Original pensioner as on 7.5.24 and not on the Family pensioner's age. We hope necessary steps would be taken at your end to provide justice to these two groups of Pensioners.

Furthermore, we request you to improve upon the old age practice of granting Scale but not Cadre, which doesn't seem to be graceful at all. Consider to provide them Higher Scale as well as Higher Cadre too.

However, we would like to add that the Ex-gratia payment does not meet our demand for Updation of Pensions. We request you to kindly take necessary steps in that direction. Thanking you,
