Dear Sir,

We wish to draw your attention to our letter dated 14.5.24 sent to the Chairperson with a copy to you, through our email dt 14. 5. 24 , wherein, we tried to draw your attention towards some finer aspects of the Scheme and the programme developed in respect of payment of Ex-gratia amount. We requested you to kindly reconsider and issue revised instructions with regard to the following categories:-

  • 1.
    The Scheme, we believe has a crucial deficiency of subverting the contributions made by those retirees who are below the age of 70 years, unreasonably denying them the benefits of the scheme and needs to be remedied. We incontestably believe that irrespective of age, every retiree, has contributed his or her might in contributing to the growth of LIC, as any in-service employee does. Equal labour should be impartially respected and rewarded. We, therefore demand you to reconsider and do away with this discriminatory barrier and make the scheme available to all pensioners.
  • 2.
    The Ex-gratia amount to the retirees, who were placed in Higher Scales, be calculated on the basis of higher scale that they enjoyed at the time of retirement. As all the retiral benefits including fixation of Basic Pension has been made on the basis of Higher Scale only and not on the cadre last, as they are placed in scale because of lack of required service for promotion to the next grade.
  • 3.
    In the matter of Family Pensioners, only the projected age of the Original Pensioners as on 7.5.24 be taken for the eligibility of Ex-gratia payment to them, and not the age of Family Pensioners, as they could be deceased pensioners spouses and dependent children too and obviously their ages may be much less than the deceased pensioner.
  • 4.
    While deciding the cadre, we somehow missed the closed cadre of SUPERINTENDENTS. There are some retired Superintendents as pensioners. They were using the Administratively & Financial Powers equivalent to AAO. In all fairness they may be categorised on par with AAO cadre and accorded the ex-gratia.
  • 5.
    While we are glad to note that the arrears payment due to the In service Work force on account of Wage Revision have been made very promptly. We hope and expect that the same promptness would be reflected in disbursing the Arrears to pensioners who retired/ died on or after 1.8. 22. The desired programme and instructions would be released from your end soon so that the payment is released before the end of June 2024. We may add that there are cases where the pension of certain retirees are lowered by applying the revised scales of pay due to basic and DA merger. We appeal to the management to be benevolent in protecting the loss to these handful of retirees.

We hope the above issues must have been considered and examined at the appropriate level and decision would be conveyed to Z.Os before payment of Ex­gratia is released.

We hope the necessary clarifications and instructions, in the matters mentioned above will be issued very shortly.
