In follow-up of discussions and understanding reached in meeting with Hon'ble Finance Minister on 10.10.2024

In follow-up of discussions and understanding reached in meeting with Hon'ble Finance Minister on 10.10.2024 with the BMS delegation of Financial Sector Unions on various issues of working & retired employees of PSBs, RRBs, LIC, GIC, on 21.10.2024 we met with Sri M. Nagaraju, Secretary, DFS. Meeting lasted for about 45 minutes, in which broadly it transpired that the DFS is already in action mode on issues placed on 10th October.

We invited his kind attention to the DO letter of CLC(C), which later wrote to him in disputes raised by us for unfair labour practices in transfers, postings and promotions etc against the management of Union Bank of India, UCO Bank, Bank of India & Canara Bank. As desired by CLC(C) we urged him to take necessary steps to which he assured.

We took strong exception to BOI management action related to its Kerala employees paying tribute to Musharraf. We pointed out how on strike call notice management could succumb to pressure and closed charge-sheets without any reply from the miscreants throwing procedures in the wind? It created a bad precedent and in future whenever employees are found involved in such anti-national or institutional activities, Unions will play strike call trick to end up charge-sheets. Charge-sheet once issued has it's laid down procedure to proceed with and decide. Chargesheets are necessarily not the punishment. Whatever happened in BOI, it was a mockery of Disciplinary procedure. Most obnoxious situation was to see IBA, which in it's own words is nobody in PSBs workings & decisions, representative signing the minutes as party to management agreement to not proceed with the Charge Sheets. IBA is neither management, nor regulator or owner of PSBs. This clearly showed a nexus of BOI management, IBA and Union.

Issues of Pensioners were again reiterated with a request to resolve them on priority basis, as the same are pending for long. Secretary, DFS, agreed to the seriousness of the issues and concurred with our views for speedy resolution. He told that the department is already in action on all issues and assured that the needful will be done in due course.

We requested to direct the Banks to ensure that there is no discriminatory treatment with minority Unions. They must be given equal opportunity to represent the issues of their members.

We emphasized the need to maintain work-life balance. It's a burning issue today. Officials of DFS admitted that they are also aware of this problem and serious brainstorming is going on in this respect to reduce work pressure and ward-off suicidal tendency.

Sri Nagaraju ji confided that the DFS and the Government are serious on these issues and certain decisions and policies are being looked into to ensure fair play in transfers, postings, promotions and other HR related issues.

    Issues related to Pensioners-updation, medical, Ayushman Bharat scheme for all states and other issues as placed before FM,

    Uniform Transfer, posting, promotions Policy for all PSBs
  • 3.
    No discrimination, disparity with minority Union,
  • 4.
    5 Days Banking as urgent need to ease work pressure on existing staffers,
  • 5.
    To formulate policies for ensuring WORK-LIFE BALANCE for bankmen,
  • 6.
    Issues pertaining to RRBs.

We shall be in constant touch with the Secretary, DFS and other authorities and if need be we shall further meet the Hon'ble Finance Minister. We are quite optimistic that all our issues would get very personal attention from Sri Nagaraju ji, Secretary, DFS and speedy resolution.

We presented a bouquet to Shri Nagaraju ji as we met him for the first time after he assumed charge.
