Respected Madam,

We are the only representative organization of the entire Retired LIC Class I Officers in the country. We wish to bring to your kind notice as to the Memorandum dated 19.07.2022 sent to you on the above subject. The said Memorandum was also forwarded to you duly recommended, by around 47 MPs from different shades of political parties including that of Ruling Party, for due consideration by you to relieve the sufferings of the LIC Pensioners.

Realising the bona fides of the necessity to revise the Pension of LIC pensioners on every 5 yearly wage revision, the LIC Board passed a Resolution on 24.11.2001 to revise the pension of pre 1.8.97 pensioners to bring them at par with post 1.8.97 pensioners ( after 1997 wage revision w.e.f 01.08.1997) and sent the same to the DFS/Finance Ministry for its approval and gazette notification. But alas, the then UPA Govt. did not do anything on it and dumped it in the cold storage for decades though regular 5 yearly wage revisions were approved to the in-service employees subsequently without pension revision. Despite vigorous follow-up by us and LIC Authorities, nothing has materialised as yet. Having exhausted our endeavour effort in follow up, we were, therefore, left with no option, but to seek the legal remedy. Thus we were pushed to move for the legal adjudication and hence we filed a writ in the Delhi High Court in 2007 which is still litigated in the Supreme Court.

We are firm believers of settling disputes through mutual dialogues and negotiations across the table with both LIC as well as the Government. We did mention our willingness to settle the matter out of Court in the aforesaid Memorandum dated 19.07.22. WE SHALL STILL STICK TO IT, provided some positive visible initiative is taken by the Finance Ministry and LIC jointly. Your intervention in the Banking Industry, has made considerable progress on the issue of Revision of pension to Bank pensioners through (1) Formation of a Committee to go deeply in the matter and recommend to the Govt. suitably, (2) Approving monthly Ex-Gratia to Bank pensioners, till the matter is finally resolved. BUT UNFORTUNATELY IT MISSED YOUR ATTENTION FOR THE LIC PENSIONERS, FACING SIMILAR PROBLEMS TO MAINTAIN ELDERLY LIVES.

We, therefore, request you to take a similar initiative to resolve the decade old pending matter of Revision of pension for LIC pensioners too. A considerate and empathetic message from you to LIC and DFS in this matter, may start the process of mutual discussion and negotiations. Till the Government, LIC and the Pensioners come to a final resolution of the vexed problem, we demand, A MONTHLY EX-GRATIA SCHEME ON THE PATTERN OF BANKING INDUSTRY, BE APPROVED FOR LIC PENSIONERS TOO TO ENABLE THEM TO LEAD A DIGNIFIED ELDERLY LIFE.

We are confident that you would give equal attention to resolve the issues of LIC pensioners too, as you did for the Banking pensioners.
