Letter to CEO & MD

 Respected & Revered  CEO & MD Sri R.Doraiswamy Sir,


         1)Born on 1st Sep,1956,LIC,from an infant.grew to boyhood,then adulthood.a Giant,celebrated the Golden Jubilee on 1/9/2006,has earned ever so many accolades,  ‘ a jewel in the crown, a world-class organization’ .Its Logo & Emblem-Yogakshemam Vahamyaham—Thy Welfare is Our Responsibilty--became household memory. ’In the humblest of homes,our flame burns bright & Hands that protect,Hands that serve’ ,are no idle boasts.

           2)We are all LICians first & LICians last.Live your Dreams, don’t dream your life ,Convert Dream into Vision.Insure & be Secure,We know Indiabetter,Zindagike sath bhi, Zindagikebadbhi .LICians dream, they envisage vision,LIC itself is an ensemble of Raga,Bhava,Thala of employees,field force & policyholders/stakeholders. Privatisation & competition have only added grit & determination enabling LIC to emerge stronger & be adored as a respectable & undisputed  Market Leader. As a multi-dimensional organization, LIC has the potential, power & potency to don  this new Avatar, don it must & don it will.


3)I used to term our LIC human resources as an assorted Brittania Cream biscuits, take any discipline, Actuary, Accountant, Engineer,Underwriter,Personnel & HRD  Experts,Trainer,Marketing Experts, Dynamic Agents  & Vibrant Development Officers & Field Force, Humane Policy servicing Administrators,right from proposal to Policy to Claims,Symphony in Architecture as Sri Ghadiali used to describe then LIC Buildings,so Architects , IT Experts,name any, LIC has a distinct resource base that merrily carries through higher & higher. This is LIC’s crowning glory.   


4)Staggering Total Income,Booming,Solid Life Fund,ever-growing surplus, a Maharathna in reality, a True National Gigantic Institution in every sense of the term, unalloyed praise from every quarter,Awards & Accolades galore.Former FM Sri PChidambaram thundered, there is no better 3-letter word than  L I C. Sri Arun Jaitley(late) ,when he visited “Yogakshema” on 9th January,2015, observed, ‘the Country depends on LIC  to a great extent. LIC is a Role Model of how a state sector instrument can, while maintaining  arm’s length distance, take prudentResponsiveness & Sensitivity,modifications, liberalizations & relaxations in procedures in New Business underwriting,Green Channels for promptest proposal to policy issue , & servicing enabled LIC to secure Awards for the Most Preferred Company,Most Trusted  Service  Brand award. commercial decisions and LIC has done exceedingly well.’ What more testimonials needed !


          5) It is a matter of great pride for all of us that our esteemed Organization completes  69 yrs of its leading existence on 1st Sept. 2025. We, the Retired Employees have worked hard and contributed our best to build this wonderful organization.  Hence, we all feel enormous pleasure in celebrating the Anniversary of our lovely institution LIC OF INDIA –“PRIDE OF INDIA”. A  celebration is a distinguished landmark in the journey of any organization. LIC maintains its leadership and No. 1 position of 67%in Policies & 63% in Premum income,even after 24 yrs of long competitive era.


Peoples’  Money for Peoples’  Welfare-- Bahujan Hitay Bahujan Sukhay , LIC  as a nation-builder touches peoples life in all spheres, thro sound investment in power,watersupply, transport, ,infrastructure, industry, agriculture, land mortgage banks, & Regional Ruralbanks .LIC rural spread is significant & spectacular.             


6)LIC has always been praised by our National Leaders not only for spreading message of life insurance in every nook and corner of country but also for its extraordinary contribution in the growth and development of our Nation. The statistics and records prove beyond doubt that LIC has catapulted  by leaps and bounds and is known as a trans-nationally competitive Financial Conglomerate of significance to Societies.  LIC’s presence is worldwide. LIC is a trusted Brand. LIC  is the only IndianInsurance company among the TOP 100 wORLD iNSURERS.



7)In his speech, the first Prime Minister of India Pt Jawaharlal Nehru said that ‘insurance is now a state concern’. Our ancestors thought and implemented this concept  several thousand years ago. In Mahabharata King Yudhishtira said to his younger brother Bhim:


योगक्षेमश्च राष्ट्रस्य धर्माधमौं त्वयि स्थितौ ।

मुच्यस्व महतो भारात्यगमेव अभिसंश्रय ।।


"The Yoga and the Kshema of the nation as also the good and evil of subjects are reposed in you. You may (when time comes) get rid of this colossal burden by resorting to renunciation" (Mahabharata- Shantiparva. 12-18)


          8) And, now after 69 years of nationalisation,  life insurance has played a pivotal role in nation building. This is despite the fact that still there is a vast uninsured populace in the country and high protection gap.


On this historic LIC Day and on the first day of ‘Insurance Week’, we wish that we become free from insecurity, as our ancestors prayed in Vedic age:


अयं सु तुभ्यं वरूण स्वधावो हृदिस्तोम उपश्रितश्चिदस्तु।

शं नः क्षेमे शमु योगे नो अस्तु यूयं पात स्वस्तिभिः सदा नः।।


"Oh God Varuna, full of food (through Ahutis), I am offering this hymn to you with a prayer to secure it in your heart.  With your blessings may our Kshema and Yoga ( be permanently protected) continue undisturbed"

        10)In a world full of stories of failing brands & failing institutions,LIC stands tall as an example of a team that has evolved & adapted to changing times with agility & speed, & has succeeded  in retaining its relevance & leadership. Ralph W Emerson that "it requires a great deal of caution to make a great fortune & when you have it , it requires ten times as much skill to keep it ."


       11) The industry has undergone a seachange in terms of size,segments,products &distribution system since liberalisation.The competition in the 1st decade of this millennium was about geographic segments. In the 2nd decade ,it shifted to  demographic segments .Fast changing technology is changing fast the life styles,preferences,& expectations  of customers .. In a world of financial super-markets,if we allow our customer to go to another shop for picking up a product that he does not find on our shelf, our customer might choose to take away from us his entire shopping list .


       12)Taking challenges head-on & turning them into opportunities  is something that we have done not just once in the past .Whether it were the pains of consolidation after nationalisation ,or managing expansion after decentralisation ,or it was combating competition after liberalisation --we have not just survived but have thrived  by converting challenges into opportunities.There is no other example parallel to LIC in any other industry  where the public sector operator has sustained dominance of this extent & for this long after liberalisation of the industry. " & Saga continues .This is a Veritable Victory Salute, CEO& MD Sir

LIC  is the only IndianInsurance company among the TOP 100 WORLD INSURERS.   Beginning from a modest capital base of Rs5 crores ,&about 43 lakh policies , we have reached a stage where the number of our policyholders is more than the population of many populated countries in the world. 

Total income is ₹8.53 trillion ( 1 trillion = 1 lac Crore) .There are 260 working days in a year .Per day income is ₹3283 Crore.  Per hour ₹500 Crore


          15)a) When Other Employees ,TOP MGT rightly took up their cause, voiced  emphatic views,placed the proposition before Hon FM, pleaded strongly & broke the suspense  of Wage Charter,lifting with  suave manners to unprecedented 17% wage rise,which indeed is a Testimony of Chairperson Conviction to bestow Blessings on them.     How can one  then ignore or forget the forlorn Pensioners,with parched Pension,static for decades,20,500 already dead & are dying,mortality high,Time is of the Essence for them,all are aware,BUT SAME EMPATHY not displayed,as abundant Anamolies exist,Seniors getting lowere pension than  their Juniors,8 steps below,Discrimination between Pre 8/1997 pensioners,WORST SUFFERERS,SIR, getting a Pittance of Pension so low,abominable,Why VOICE OF REASON SILENT,we are in tears, Class I Officers were deprived of WAGE REVISION 1973-83 ,unprecedented,   YOU Sir ,time has come to Remedy all the ills & Sufferings faced , PLEASE go all out displaying EMPATHY,with pangs & tears, we pen this GENUINE DISCREPANCY, be with your MAGNANIMITY ,RESOLVED & EARN OUR GOODWILL & GRATITUDE. .


      b)I spoke then to Sri GNBAJPAI for  VIP GUEST HOUSE Mumbai for him & us as Team Negotiators & Strategy to meet then Jointly,.LIC Conference HALL, 110 Minutes long meeting,   October 2010,earlier we met few months before All Independent  Directors,Dr Khanna took initiative.   MEMORABLE DAY Breakthrough .  S/Sri SunilSastri, HCMehta,(PresidentAIRIEF & Actuary) CSMurty (GS,AIRIEF) JKKarulkar (Mumbai RIEA Secy),RBKishore(President,RIEA Chennai)  withSri GNBajpai, Contours,Principles,Lacunae,Remedy,Charts,Anamolies glaring,DA/DR Discrepancy too . It was a Saga of Struggle . After few months,  BoardResolution No.492 dt  24 NOV 2011 BORN ,SAME Fitment Weightage 11.25 % as for Employees & Merger of DR with Basic Pension at CPI 600,1148, 1760 with Consecutive  Mergers at  1148 & again at 1760 !  LABOUR OF LOVE & SACRIFICE .


Certainly, Grief-stricken Pensioners must desevedly experience the JOY of Positive Thinking & Positive Solution


         SIR,Even Meals Coupon for Employees 9/2010 started  Rs 250 crores to Rs 650 cr per annum outlay NOW .WE dont have any allowances ,mere DR  ONLY .LET OPTIMISM & REALISM prevail to fully resove all grievances of Pensioners


16)ISSUES,PROBLEMS & GRIEVANCES :


i)Agerelated,value added Basic Pension increase,even in Feb 2024 & again 8/2024 talks with 4Pensioners Fedns,this was stated to have had a nod from Govt & so NOW atleast the final CIrcular can be issued to benefit such Aged SuperSr Pensioners who all along are longing to derive this benefit  eluding them.Basic pension rise by 20%,30,40,50 & 100%at ages 80,85,90,95 & 100% will give them some mental peace,as CGovt Pensioners got long time before & enjoying.Govt has also accepted  BP increase by 10% & 15 % at ages 65,70,coalescing with 20% already in vogue.


Some solace can come.Many have died,Outlay would have become lower,much less than Rs100crpa.


It is pertinent to point out that FAMILY PENSIONERS ratio to REGULAR Pensioners has gone up from 20%  to 50 % & OUTLAY will,therefore, get reduced,Sir.


ii) We then pleaded  that Pensioners spend lot of money for Domiciliary expenses,not allowed in GMScheme ,it involves heavy expenses of Doctors consultation,prescriptions,injections,repeat medicines again if persisting & also for Spouse ,needless to say Meagre Pensions large portion is whittled down.   You will agree,Sir,more than Employees,poor Pensioners need CMB Cash Medical Benefit on SAME LINES & TERMS as for Employees ,Rs16,250 per annum for Class 3 & 4,Rs 20,300 forClass 2 Dev Officers & Rs32,400 for Class 1 upto Basicpay Rs 1,63,905 & Rs 48,500 perannum  for BPay above. Sir,our rough,reasonable calculations showed Outlay not more than Rs120crpa.THESE matters can be decided at LIC level itself& we plead with you to expedite,as 20,500 Pensioners have already died & are dying.It is also to be remembered that Family Pensioners numbers have shot up from 20 % to 50 %,virtually we have Total 76,000 pensioners +,  comprising 52,000 RP & 24,000 FP,as per   RTI info secured. Heretoo lower levels,Numbers are heavy,tapers to  small Numbers at higher levels,so again Outlay cannot exceed app Rs120cr .


iii) Sir,sorry to say injustice has been done in respect of LIC Exgratia announcement,wherein LIC wrongly paid CADRE Amount taking into account Lower Cadre from which promoted instead of Higher Cadre ,which rightfully must have been disbursed.Sir,ALL  Employees & Pensioners Fedns pointed out that even CO Earlier Circulars on this issue delineates in categorical terms that Higher Cadre benefits when allowed for other releases, it is erroneous to DENY for this Exgratia to be characterised  by benevolence & not negativity.Please reconsider & pass this,for which we shall be grateful.


iv)At present,when RP dies,FP gets RegularPensioner pension till age 65,but still Revision ,when Retirement age lifted 58 to 60,automatically has not  been done. FP must get rightfully full RP amount till 67 age. SIR,it irks to refer such simple decisions PENDING ,so I  appeal to you to approve forthwith & allow benefit to percolate.


v)Sir,all said &  done,Life Certificate has become a bugbear,tensions rise, brisk followup done ,Jeevan Sakshaya Revised all tend to be tedious ,prolonged, as internet slow, connections fail, after 330 pm better response,Family cannot shoulder pain.Sir, look at Central Govt Dept of Pension &Pensioners Grievances continued,progressive,even revolutionary improvements & liberalisations allowing certain Postmen too,after expertimentation extended to certify after minimal Documents verified,ours so little as 76000 total pensioners,compared to mammoth 48 lakhs CG Pensioners.

WHAT MORE SIR, Central Govt send Special Team to pensioners residence,resolves, even Allows Postmen to certify as they are real Messengers. LIC pensioners PLEASE devise bolder measures out of the way, as Pension stopped is a Negative retort,abandoning Empathy   for aggrieved pensioners 


   Certainly, Grief-stricken Pensioners must desevedly experience the JOY of Positive Thinking & Positive solution


 Sir,We plead with you to allow VIDEOCALLS  from Pensioners to SY/ASy/AO Pension Cell to ensure,after SRNo,PFileNo, Aadhaar Card No & taken as approved.This also can benefit Pensioners  bedridden to be confident that LIC will shower mercy & empathy to approve & enable Pension payment continuity.  We shall bless you Sir,for this Quality improvement & tension-free atmosphere without any lurking danger.


vi)We wish to point out emphatically that  while All other Depts Audit,Inspection Reports contain  vast Area of coverage .enough to induce Employees & Officers to work energetically with thrust,tempo, constant updation,comparisons last 2/3 years easy with Key Result Areas.Ratios to maximise,tight format,inducing competition needed absolutely for EOS PCell,Data for Employees,Pensioners on Mediclaim,Numbers availed, TPA Rejections,even SA availed upto Rs75 lakhs listed for Cadres too, also Numbers  NOT claimed at all Groupwise,Number,SA Repudiated too will STRENGTHEN   LIC presentation  more strongly WITHOUT giving upperhand to NewIndiaInsce Co, Sir.    Quite a few times NI has gone with Premium increase WITHOUT corresponding Benefit or Simple increases Ambulance charges etc only granted. Further LICCO can easily gauge TPA efficiency as some TPAs are found to be too strict WITHOUT rhyme or reason,as in the case of SZone.


 vii)Sir, it is believed that Hon FM may consider favourably  atlast 18% GST on Life Insce premium  & also Health Insce either Nil  or presumably 5 %. This must boost year end New business  .Sir,LIC must dictate terms this year end  to NIndia as past experience shows NO reduction in premium was bestowed when BSA & OSA were revised upwards & premium must have swelled .

Quick makeover of OS/Pension Dept with quality Statistics & Tabulation shall also throw light  on Standings of Each ZONE,Division in clear light ,if needed, to introduce newer measures & yardsticks for enhancing quality,speed & concern ultimately resulting in raising pensioners welfare & delight with smile & cheers.

 

viii)Sir,while there is openness, CO Circulars affecting Personnel,Employees,Pensioners etc  were  continued to be sent to all Pensioners Fedns,last few years suddenly stopped.Sir, speed was of the essence, we all appreciated CO communication speed,downwards spread faster.That is lost,KINDLY restore SIR,for which we shall be grateful 


  ix) We congratulateyou all  to confirm Pension Credit on 1st of Every Month irrespective of Saturday,Sunday or Holiday as an insuperable Achievement,as a good deal of fup with RBI NEEDFULLY DONE, as pensioners in far off places, villages et all get credit right from their BANK SMS time as early as 530am ,--a TRIBUTE to  LIC TOP Mgt,Sir,in vogue from  2019/20. SURE,Monday 1st September  2025 also will see optimistically Pension credit right from Pensioners quoting SMS Time of their Bank credit,as early  as 530am !


x)a))HON FM in her recent utterances boasted she  could complete Wage settlements  for Bankers in 14 months unlike earlier meandering 30/36 months !

  b)Question arises then why not Outstanding demands,that too Simple,Harmless issues dillydallying, procrastination,all  Tiers of MOF met,Notes submitted,Outlay Miniscule ,hints of solving & settling with Final outcome given,months & years,really intolerable. SO,NAME the  ISSUE/GRIEVANCE, DEADLINE Date fix,Expedite meeting face to face,resolve amicably.


c)EFFECTIVE DATE :Ridiculous it is that all along Govt announces for PayCommission Report findings,say 1/1/1996, 1/1 2006, 1/1/2016 as Singular 5th PC,6th PC,7th PC & announced 8th PC for 1/1/2026 ,but still not constituted !

Look at the  Agony of LIC & other organisations,What Date MOF approves FINAL Decision--

GRATUITY ; GOVT 1/1/2006, for LIC Retirees 24/5/2010 Losing by 4yrs 4 months 

                    GOVT 1/1/2016 , LIC Retirees   29/3/2018      LOSS by 2Y 2M


d)HARSHEST & MOST DESPICABLE, CLASS 1 OFFICERS NO CHARTER SETTLEMENT AT ALL 1973--1983 ,10 Long Years     HAVE YOU SEEN ANYWHERE MORE CRUEL DECISION ?




.OUR SINCERE APPEAL TO YOU SIR, 2025 CAN,WITH YOUR DYNAMIC & PRAGMATIC INTERVENTION WITNESS YEAR OF DELIVERANCE, AS DAMAGE ALREADY DONE, 20,500 DIED  ,PATHETIC .It has been ALL ALONG  DESPAIR,FRUSTRATION, ANGER,Pensioners SIDELINED.  LIC must ready itself to extend full helping hand to ensure Nominee/Alternate Nominee secure what is due, & not lift hands in despair,denying File Not Traceable trying to wriggle out .ln these  days of Full Digitisation & many organisations leap forward in AI, LIC must lead by example & certify cent percent  PURIFIED RECORDS.Kindly accelerate the speed & velocity of resolution of solving  Pensioners Issues & Problems,with an OPEN MIND to bring CHEERS & SMILES on our faces .That Employees & Pensioners are the Heads & Tails of the same coin,that Pensioners must enjoy their due Rights & Privileges & some DEADLINE must be fixed  .
