AIRIEF CIRCULAR NO. 3

ALL INDIA RETIRED INSURANCE EMPLOYEES FEDERATION

2026-27/Cir. No. 003/

Date: 22nd Sept. 2026.

To,

All affiliated units of AIIRIEF.

AIRIEF's XIII Biennial General Council Meeting was held from 9th to 11th Sept.2026 at Mysuru, the Cultural capital city of the state of Karnataka. The LIC Pensioner's Welfare Association, Mysuru hosted the meeting flawlessly well. The roadmap of this biennial mega event was drawn to perfection and without a room for error. The entire event was result of well planned and dedicated planning under the leadership of Shri Puttaswamy, General Secretary of LICPWA, Mysuru and his team. On behalf of AIRIEF, I express my heartiest thanks for all they did to provide an ideal ambience for the mega meeting.

The EC meeting was scheduled to be held on 9th September 2026 from 6 PM. Barring 3 units who could not arrive by the time of meeting, the rest of the units attended the meeting. The meeting discussed as per the agenda circulated

  • 1.
The meeting started with welcome addressed by Shri B. Angurajan, Working President who presided in place of Shri G. Krishnaswami who fell ill and unable to atttend. He welcomed all and hoped the meeting will take resolves for the progress of AIIRIEF
  • 2.
The General Secretary's report was read with explanations wherever felt necessary. The report was however subjected to discussion as few facts like the endeavours of meeting the MD and CEO cum MD at Indore was not mentioned in the report, efforts made to meet the PM and FM, visit to the DFS and submission of memorandum to the DFS officials didnot find a mention in the report. Another point where the report mentioned of letter submitted to CEO cum MD to implement the order of Hon'ble Court for releasing NGI (not in rem) with consequentials to retiree on last day of working prior to retirement be implemented in rem. It was pointed out that LIC has not implemented the order in true spirit of the order earlier passed and the matter is before the Hon'ble Court. As such, until the order is implemented with all consequential effects, it is not worth a request to CEO cum MD.

The report however was approved by the house.

  • 1.
The next item was the presentation of audited accounts for fiscal 2024-25 and 2025-26 which was presented by the Treasurer. Since no inconsistancy was found, the house approved the audited statements presented before the house.
  • 2.
Out of a total of 6 Resolutions, one Resolution was resolved to be dropped by the house which related to earmarking provisions for Pensioners and FP's in the Golden Jubilee Foundation.
  • 3.
Affiliation - Application for affiliation received from Bhagalpur, Kolhapur, Rajahmundry, Warangal and Tirunelveli received and placed before the house for approval of granting affiliation. The affiliation was unanimously granted.
  • 4.
The proposal of escalating subscription of Varishtha Vaani was placed before the house with a meticulously drawn working sheet. There was exhaustive discussion in this matter. However, the opinion was divided and so decided to be referred to the Budget Committee.
  • 5.
Affiliation fee - Similar working sheet for escalating Affiliation fee was placed before the house as it was felt that it is only the sole source if income for AIRIEF to sustain organisational expenses besides holding the EC meeting. It is with much pleasure that I write to inform that the house agreed to raise the fee to Rs. 100/- wef 1.4.2027.
  • 6.
There was no other matter brought before the house.
  • 7.
Vote of thanks was proposed by Shri G. Parthasarathy, President, LICPWA, Mysuru.

The meeting ended at 9.30 PM

I regret for delay in releasing this Circular and those to follow due to my indisposition after return form Mysuru.

Ranjan Dey Sarkar General Secretary

China's customs numbers don't add up with Malaysia's oil production, hinting at a vast, hidden network. Discover how China built a secret oil supply chain, bypassing sanctions to feed its industrial giants and hoard a massive reserve. But when global oil markets went haywire, this clever system faced its ultimate test. Did China's grand strategy pay off, or did its secret lifeline become a costly trap?

In this video, Ryan Kappa investigates the discrepancies in China's reported oil import numbers, specifically focusing on the imports from Malaysia. The data shows that China is importing more oil from Malaysia than the country itself produces, leading to the conclusion that these numbers are fabricated to mask the actual source of China's oil—primarily Iranian and Venezuelan crude. Kappa explains how this manipulation of data not only raises questions about China's oil supply chain but also highlights the vulnerabilities in its industrial dependence on cheap oil, which could have significant economic implications.

0:000 secondsPower cuts, empty buildings, unpaid workers, silent factories. This isn't rural Africa.
0:077 secondsIt's China in 2024. Entire cities are going dark. Local governments are defaulting. And
0:1313 secondsthe so-called economic miracle. It's unraveling in real time. Behind the glossy propaganda and
0:2020 secondscensored headlines, China is buckling under the weight of its own success and turning back
0:2626 secondsinto what it once was, a broke, brittle, tightly controlled society that's running out of money,
0:3333 secondspeople, and time. This isn't a soft landing. It's a controlled crash. And by the end of this video,
0:4040 secondsyou'll understand why some experts now say China isn't just slowing down, it's collapsing into a
0:4747 secondsthird world future. Let's start with the biggest wealth destruction event in modern history. And
0:5353 secondsno, that's not hyperbole. We're talking about more money evaporating than was lost in the 2008
1:001 minutefinancial crisis, the dotcom crash, and every other economic disaster of the last century
1:061 minute, 6 secondscombined. China's property market was once worth over $50 trillion, more than the entire US housing
1:141 minute, 14 secondsmarket and stock market combined. For decades, it seemed invincible. Prices only went up. Families
1:221 minute, 22 secondspoured their life savings into apartments. And why wouldn't they? Real estate was the one investment
1:281 minute, 28 secondsthe Communist Party seemed to guarantee. But that guarantee just shattered into a million pieces. As
1:361 minute, 36 secondsof late 2025, Chinese home prices have fallen for 29 consecutive months. Nearly two and a half years
1:431 minute, 43 secondsof relentless decline with no bottom in sight. Goldman Sachs warns that without significant
1:491 minute, 49 secondsintervention, prices could drop another 20 to 25% putting values at roughly half their peak. In tier
1:571 minute, 57 seconds3 cities, which account for 60% of China's GDP, the collapse has been even more severe.
2:042 minutes, 4 secondsReal estate agents haven't made sales in months. And here's what makes this catastrophic. Roughly
2:112 minutes, 11 seconds70% of Chinese household wealth is tied up in real estate. So when those apartment values collapse,
2:182 minutes, 18 secondsso does everything middle class families thought they had. Meet the Wangs, a couple from Shenzen
2:252 minutes, 25 secondswho did everything right. They saved for 15 years. Took out a mortgage in 2021. Put down their
2:322 minutes, 32 secondsentire life savings, about $400,000 on a pre-sale apartment from one of China's biggest developers.

The building was supposed to be finished by 2023. They'd already picked out furniture,
2:462 minutes, 46 secondsplanned where the crib would go. The building was never finished. The developer ran out of money.
2:532 minutes, 53 secondsConstruction stopped at the 15th floor. and the Wangs. They're still paying on a mortgage
2:592 minutes, 59 secondson a concrete skeleton they'll probably never live in. Their down payment gone. Their monthly
3:063 minutes, 6 secondspayments funding nothing but interest to a bank. Their future stolen by a system they trusted.
3:143 minutes, 14 secondsThey're not alone. Over 20 million pre-sold apartments across China remain unfinished. 20
3:193 minutes, 19 secondsmillion families paying mortgages on empty air. servicing debt for homes that may never exist.
3:273 minutes, 27 secondsAnd the protests they've tried to organize, censored, suppressed, erased from the internet
3:343 minutes, 34 secondsas if they never happened. Remember Everrand, China's largest property developer, defaulted
3:403 minutes, 40 secondson over $300 billion in debt. $30 billion. That's more than the GDP of Finland. Then,
3:483 minutes, 48 secondsCountry Garden collapsed with another 187 billion. Together, China's property developers now owe more
3:563 minutes, 56 secondsthan the entire GDP of France. And most of that money came from ordinary families who trusted
4:034 minutes, 3 secondsthe system. The mortgage boycotts that erupted in 2022 spread across over 100 cities. Desperate home
4:104 minutes, 10 secondsbuyers refused to pay for apartments that weren't being built. The government scrambled to censor
4:164 minutes, 16 secondsthe protests and launch rescue construction programs. It wasn't enough. It still isn't.
4:234 minutes, 23 secondsYou can't restore trust once it's been vaporized. New buyers aren't showing up. In the first half of
4:304 minutes, 30 seconds2025, new home sales fell another 4%. Construction starts dropped nearly 20%. And the government that
4:394 minutes, 39 secondswas supposed to backs stop everything, it's drowning in its own problems. But the property
4:454 minutes, 45 secondscollapse isn't just destroying family wealth. It's bankrupting the very governments meant to save it.
4:514 minutes, 51 secondsHere's something most people don't understand about China. Local governments don't really
4:574 minutes, 57 secondscollect taxes the way Western governments do. For decades, they funded themselves by selling land to
5:035 minutes, 3 secondsdevelopers. Buy cheap farmland on the outskirts. Sell it at massive markups. Pocket the difference.
5:115 minutes, 11 secondsAt the peak, land sales made up 30 to 40% of local government revenue. That money built the roads,
5:185 minutes, 18 secondspaid the teachers, funded the police, constructed the hospitals, maintained the infrastructure that
5:245 minutes, 24 secondsmade China cities function. Now it's gone. With developers bankrupt and nobody buying land, that
5:325 minutes, 32 secondsrevenue stream has collapsed. Land auction values have cratered to around 3 trillion yuan, barely
5:405 minutes, 40 secondshalf their peak. Over 10% of land offered for auction last year had zero biders. Not low bids,
5:485 minutes, 48 secondszero bids. Nobody wanted it at any price. And local governments across China are facing a fiscal
5:555 minutes, 55 secondsapocalypse nobody prepared for. In Henan Province, civil servants had their salaries slashed by 50%.

In Guangdong, China's wealthiest province, home detect giants, and manufacturing powerhouses,
6:106 minutes, 10 secondsgovernment workers saw pay cuts of 25 to 30%. Some cities can't afford to keep their street
6:176 minutes, 17 secondslights on at night. Others have stopped maintaining roads, collecting garbage,
6:226 minutes, 22 secondsor funding public services they'd provided for decades. Tanzhen, a metropolis of over 13 million
6:296 minutes, 29 secondspeople, got so desperate they started selling off government office buildings just to make payroll.
6:366 minutes, 36 secondsThe local government literally couldn't afford its own offices anymore. Geni spent 20 years as
6:436 minutes, 43 secondsa highway construction contractor in Sichuan province. His company built roads, bridges,
6:506 minutes, 50 secondsoverpasses, the infrastructure that made China's interior cities accessible. Last year, the local
6:566 minutes, 56 secondsgovernment owed him 43 million yuan for completed projects. He's received nothing. He had to lay off
7:047 minutes, 4 seconds200 workers. Some of them haven't been paid in 8 months. They keep promising the money is coming,
7:117 minutes, 11 secondshe told a reporter before the interview was scrubbed from the internet. But there's nothing
7:167 minutes, 16 secondsleft to give. His story is playing out across the country because here's where it gets truly
7:227 minutes, 22 secondsterrifying. Chinese local governments have been hiding debt for years through something called
7:287 minutes, 28 secondslocal government financing vehicles or LGFVs. These are shell companies that borrow money
7:347 minutes, 34 secondsoff the books to fund infrastructure projects. High-speed rail lines that nobody rides. Financial
7:417 minutes, 41 secondsdistricts that sit empty, airports with no passengers, all built with borrowed money that was
7:477 minutes, 47 secondsnever supposed to appear on any official balance sheets. The IMF estimates this hidden debt now
7:547 minutes, 54 secondsexceeds 65 trillion yuan. Compared with official local government debt of nearly 48 trillion yuan,
8:018 minutes, 1 secondthe total reaches a staggering 134 trillion yuan. That's roughly $18 trillion, bigger
8:098 minutes, 9 secondsthan the economies of Japan and Germany combined. Bigger than China's entire official GDP. And most
8:178 minutes, 17 secondsof these LGFVs can't pay their bills. Their median return on assets is around 1%. But their average
8:258 minutes, 25 secondsinterest rate over 5%. The math doesn't work. Nearly half of them would be operating at a loss
8:338 minutes, 33 secondswithout massive state subsidies. A leading Chinese economist recently revealed that local governments
8:398 minutes, 39 secondshave accumulated over 10 trillion yuan in unpaid arars to contractors and civil servants by the
8:468 minutes, 46 secondsend of 2024. Workers who build highways haven't been paid. Companies that supplied materials are
8:538 minutes, 53 secondsowed millions. Retirees are seeing benefits cut. The whole system is choking on IUS nobody

can honor. Beijing announced a 12 trillion yuan debt restructuring package in late 2024.
9:089 minutes, 8 secondsThe largest policy intervention ever targeting local governments. They called it a solution.
9:159 minutes, 15 secondsanalysts called it extend and pretend because that package covers maybe 25% of the actual
9:229 minutes, 22 secondsproblem. The rest they're just rolling over loans, pushing payments into the future,
9:289 minutes, 28 secondshoping something magically changes. It won't. And just when you think the picture couldn't get
9:349 minutes, 34 secondsdarker, the factories that made China rich are packing up and leaving. For 40 years,
9:409 minutes, 40 secondsmade in China was stamped on everything you owned. phones, clothes, electronics, toys, furniture,
9:489 minutes, 48 secondsappliances. China was the world's factory floor and that status lifted hundreds of millions out
9:549 minutes, 54 secondsof poverty. It was the foundation of the entire economic miracle. That era is ending. In May 2025,
10:0310 minutes, 3 secondsApple CEO Tim Cook made an announcement that would have been unthinkable 5 years ago.
10:0810 minutes, 8 secondsThe majority of iPhones sold in the United States would now come from India, not China, India. And
10:1710 minutes, 17 secondsVietnam would be the country of origin for almost all iPads, Macs, Apple watches, and AirPods sold
10:2510 minutes, 25 secondsto American consumers. Let that sink in. Apple, the company that practically built its empire
10:3110 minutes, 31 secondson Chinese manufacturing, is moving out fast. The numbers are staggering. In the first half of 2025,
10:4010 minutes, 40 secondsiPhone production in India surged 53% compared to the previous year. India exported over 22 billion
10:4910 minutes, 49 secondsworth of Apple products. The volume of made in India smartphones shipped to the United States
10:5510 minutes, 55 secondsjumped 240% year-over-year. And for the first time in history, India overtook China as the top
11:0311 minutes, 3 secondsexporter of smartphones to the United States. India now accounts for 44% of US smartphone
11:1011 minutes, 10 secondsimports. The world changed while most people weren't paying attention. Apple isn't alone.
11:1711 minutes, 17 secondsSamsung closed its last factory in China years ago and now produces the majority of its smartphones
11:2411 minutes, 24 secondsin Vietnam and India. Nike makes more shoes in Vietnam than in China. A reversal from just a
11:3111 minutes, 31 secondsdecade ago. Sony, Dell, HP, Google, they're all diversifying away from China at an unprecedented
11:3911 minutes, 39 secondsspeed. Even Chinese companies are fleeing their own country. BYD, China's electric vehicle giant,
11:4611 minutes, 46 secondsand one of the few genuine Chinese success stories, is building factories in Mexico,
11:5211 minutes, 52 secondsThailand, Hungary, and Indonesia rather than expanding at home. Why is everyone running?
11:5911 minutes, 59 secondsFirst, Chinese labor isn't cheap anymore. Factory wages have tripled in the last decade. Workers in
12:0612 minutes, 6 secondsVietnam cost half as much. In India, even less. The lowcost advantage that made China the world's

factory, the core competitive edge that powered decades of growth, is gone. Second, Xihinping's
12:2012 minutes, 20 secondsgovernment has been unpredictable and paranoid. That 2023 anti-espionage law spooked every foreign
12:2812 minutes, 28 secondscompany operating in China. When basic market research can get you arrested for spying. When
12:3412 minutes, 34 secondschecking production numbers at your own factory might constitute espionage. Executives start
12:4012 minutes, 40 secondslooking for the exit. Foreign direct investment collapsed by over 80%. Companies aren't just
12:4712 minutes, 47 secondsdiversifying, they're fleeing. Third, CO exposed the catastrophic danger of depending too much
12:5312 minutes, 53 secondson one country. When Chinese factories shut down during lockdowns, global supply chains collapsed
13:0013 minutesovernight. Companies couldn't get parts. Products couldn't ship. The just in time model became just
13:0713 minutes, 7 secondstoo bad. Executives learned a brutal lesson they won't forget. Concentration is existential risk.
13:1613 minutes, 16 secondsAnd fourth, perhaps most importantly, the workers themselves are disappearing. But there's something
13:2313 minutes, 23 secondseven more permanent than fleeing factories. Something China can never buy back, build back,
13:2813 minutes, 28 secondsor recover. Something that guarantees decline for generations to come. In 2024, China's population
13:3613 minutes, 36 secondsfell for the third consecutive year. More coffins than cradles, more deaths than births, and the gap
13:4313 minutes, 43 secondsis widening every single year. The numbers are brutal. 9.5 million babies were born in 2024,
13:5113 minutes, 51 secondsbut nearly 11 million people died. That's a net loss of almost 1 and a.5 million people in a
13:5813 minutes, 58 secondssingle year. And demographers say this is just the warm-up act. China's fertility rate has collapsed
14:0614 minutes, 6 secondsto around one child per woman. To maintain a stable population, you need 2.1. China isn't
14:1314 minutes, 13 secondseven halfway there. It's now approaching South Korea's catastrophic 73, the lowest fertility
14:2014 minutes, 20 secondsrate on Earth. Some Chinese cities have rates even lower than that. The one child policy worked. It
14:2814 minutes, 28 secondsworked too well. It broke something fundamental in Chinese society that may never heal. But here's
14:3514 minutes, 35 secondswhat really terrifies Beijing. By the end of 2024, 310 million Chinese were over 60 years old. That's
14:4414 minutes, 44 seconds22% of the entire population, up from 18% just 5 years ago. Within a decade, China will have 400
14:5314 minutes, 53 secondsmillion senior citizens, more elderly people than the entire population of the United States, more
14:5914 minutes, 59 secondsretirees than workers in many regions. Who's going to support them? Remember the one child policy?
15:0715 minutes, 7 secondsFor decades, the government limited families to a single child. Now, China has what demographers
15:1315 minutes, 13 secondscall 421 families. Four grandparents, two parents, all depending on one child. One person expected to

financially support six while building their own career and family. It's mathematically
15:2915 minutes, 29 secondsimpossible. It's emotionally devastating. The pension system is already cracking. In 2022,
15:3615 minutes, 36 seconds14 provinces reported pension shortfalls. By 2035, analysts estimate China's pension system will need
15:4415 minutes, 44 secondsan additional $300 billion every single year just to stay solvent. That's more than China's
15:5115 minutes, 51 secondsentire military budget. and the pool of workers contributing to that system shrinks every year
15:5815 minutes, 58 secondswhile the pool of retirees demanding payouts explodes. The working age population has been
16:0516 minutes, 5 secondsshrinking since 2012 and lost nearly 7 million workers in 2024 alone. That's like losing the
16:1316 minutes, 13 secondsentire workforce of a medium-sized European country every single year. Factory workers
16:2016 minutes, 20 secondscomplain they can't hire enough hands. Pension administrators watch contribution pools evaporate
16:2616 minutes, 26 secondsand retailers see fewer consumers walking through doors with money to spend. Meanwhile,
16:3216 minutes, 32 secondsmarriages have collapsed to historic lows. In 2024, only 6.1 million couples got married, down
16:4116 minutes, 41 secondsfrom over 13 million just a decade ago. Divorces rose to 2.6 million. Fewer marriages mean fewer
16:4816 minutes, 48 secondsbabies. Fewer babies mean fewer future workers. Fewer workers mean a dying economy supporting
16:5516 minutes, 55 secondsan exploding population of elderly dependents. And here's where those cold statistics meet real
17:0217 minutes, 2 secondshuman despair. In August 2025, youth unemployment hit 18.9%. The highest since Beijing changed how
17:1117 minutes, 11 secondsthey measure joblessness. Back in June 2023, the official rate hit a record 21.3%. Then something
17:2117 minutes, 21 secondsremarkable happened. They stopped publishing the data entirely. The government claimed they
17:2717 minutes, 27 secondsneeded to improve their statistical methodology. What they really needed was to hide numbers that
17:3317 minutes, 33 secondsmade them look catastrophically incompetent. When they finally resumed publishing with
17:3817 minutes, 38 secondstheir new improved methodology that conveniently excludes students, the rate had magically dropped.
17:4617 minutes, 46 secondsConvenient timing. Independent estimates suggest the real unemployment rate for young Chinese might
17:5217 minutes, 52 secondsbe closer to 25 or 30%. A generation of college students can't find work. Engineering students
18:0018 minuteswith advanced degrees are delivering food on electric scooters. Medical school graduates
18:0518 minutes, 5 secondsare driving ride share. Law school graduates are selling insurance doortodoor. This year alone,
18:1218 minutes, 12 seconds12.2 million new graduates entered the job market. 12 million young people looking for opportunities
18:1918 minutes, 19 secondsthat don't exist, looking for careers that have evaporated, looking for a future their parents
