Meeting With Joint Secretary, Ins

Re: Meeting with Joint Secretary, Insc

We had been trying to get an appointment with Joint Secretary, Insurance, Shri. Divesh Sehara ji who has newly taken charge. Luckily it came through and was scheduled to take place on 27-08-2026 at 4 pm and at the nick of time (due to meeting called by PMO), was rescheduled to 08-09-2026 at 9 am. We were not sure whether it would happen as scheduled but we were fully prepared to face any eventuality. I had postponed my personal engagement to 6th to 10th of September making myself available for 27th August. Since it was rescheduled to 8th September, I was worried because I was unable to attend due to my personal engagement, which could not be altered. I requested Shri. Ashok Joshi ji who was available and readily agreed to come to Delhi to meet the Jt Secretary. We were praying that the meeting should take place as per the reschedule. Ultimately it did happen.

The NOIP team led by Shri. Ashok Joshi ji and accompanied by Shri. Subhash Raina ji, OS and Shri. Arun Gambhir ji, President, Delhi Unit reached the DFS (situated in LIC’s Jeevan Deep bldg) today at 0830 hrs. Ours was the first appointment in the morning which started at 0915 hrs and discussions went on for 30’. Shri. Divesh ji was highly receptive. He is a nice gentleman, simple, but serious about his role and appeared to be highly sincere, and exhibited high level of sensitivity about our long pending issues. Shri. Joshi ji handed over 1) the letter addressed to him, 2) copy of letter written to FM and 3) Copy of letter written to Director, Insurance. Shri. Joshi ji dealt in all the details about updation of pension, and the 4 other issues, which are supposed to have been recommended by the LIC. Shri. Divesh ji said that he is new to the issues but certainly will go through them in all details and would try to do justice. He put forth number of queries about all the 5 issues mentioned in his letter and Shri. Joshi ji satisfactorily clarified all the queries that helped him to get the nature of issues and the expected resolution from the DFS. Shri. Joshi ji further elaborated as follows-

  • NOIP has been following up these issues since more than 13 yrs with DFS and have met about 10 Joint Secretaries and Ministers of State for Finance and FMs.
  • Joint Secretaries are frequently being changed, hence each time we have to start de novo. He said as per requirements, GOI makes changes in officials which we cannot help.
  • Thanked Late Arun Jaitley ji who decided OMOP but less than 200 were left out of OMOP offer.
  • Thanked Shri. Bansal ji, his predecessor in 2023 who resolved the issue of 30% family pension.
  • Narrated about the detailed discussions held with the finance minister by BMS delegation on 10-10-2024 and that the matter was set into motion from that date.
  • Expressed the hope that he is posted anew and in his tenure our issues are expected to find a logical conclusion/resolution, for which he assured his necessary help after studying the issues in all the details.
  • Treat us fatherly like and try to resolve our long pending issues with all the sensitivity they deserve. He assured his sincere attempt in resolving.
  • When said that Joshi ji is 73+ and has come all the way from Pune, he immediately said not to take that much of trouble and contact him on phone, but only one person should contact. He immediately shared his personal mobile number with Joshi ji.
  • When asked as to when again we have to meet him to know the progress, he said as above which was fully reassuring to the delegation.

The delegation felt that something worthwhile would happen during the tenure of the present Jt Secretary, Shri. Divesh ji.

Thereafter, the team visited the chamber of Secretary, DFS to know the position about the request of an appointment. PA was not available but the PA is known to Shri. Gambhir ji and he would later pursue the matter.

Thereafter, the team went to meet the Under Secretary Shri. Abdul Gufran ji and waited in his chamber for about 30. He was said to be coming, but we did not wait any more and gave all the papers to his PA to be handed over to the US and requested him to convey that NOIP team met the JS.

Finally, the delegation paid a courtesy visit to Smt. Shyama Sikdar, ED (Liaison) and was with her for 45.

We assure the members that we would be following up the matter with DFS continuously until the issues are resolved satisfactorily.
