Sir, the days of collective bargaining popularized by the aiiea and others are over. Now politicking is one way. Another is through courts if we are lucky. The second way is costly and time consuming

Upgradation is doomed by the trick of clubbing New India case crudely by senior Counsel of AIIPA which entered legal arena at DHC after decades without spending anything thoughhaving crores as legal fund. Still 85% pensioners are loyal to it though denied promotions while in service unlike officers. KARMA continues to punish without end.
