There is no use of talking about the MOU dt 14/1/1994.
Once the Pension Rules have been notified on 28/6/1995,the MOU has been superseded.
Better we fight on constitutional grounds and invoking discrimination by Rule 55 B and Rule 56 providing for application of CCS Pension Rules 1972.
Even in Bank case the agreement before the settlement was not recognised by the SC.

As far as I know struggle for pension wet on for several years .LIC
management
and employees unions wanted some scheme to come That was the
time of 4t Central Pay Commission period . There was a discussion
on the DR formulae. On The demand
for
" on par with inservice employees " was agreed on 14-1-1994 with
inservice employees associations . Then Sri SK Mukherjee was the ED
(P) . After retirement he became the President of
G N S Federation . While implementing the understanding APPENDIX IV was on the lines of
4 th CPC
From the date of formation of AIRIEF on 5-12-1995 we had been agitating Sri Yeswant Sinha
and Sri P Chidambaram as FMs were dead against changing the formulae, improve the formulae
First writ was filed in Rajasthan HC in Dec 1998. Rest of the struggle u know
Now LIC under pressure from GOI or on its own disowns their own pensioners
