The Executive Committee of the Federation met yesterday, at Bengaluru, exactly one year after the General Council Meet at Mumbai held on the 8th of Dec 2017. Sri N P Bali President presided over the Meeting on the 9th of Dec 2018. The Bengaluru Association Unit, which readily came forward to host the Bi-annual event, had made very good arrangements for the stay of the visiting EC Members and Office-bearers of the Federation, and the Meeting Hall.
This Meeting was meant to review the one year Activities of the Federation and the Units of Federation, and more importantly, to discuss the way forward for the important matters, including the Court Cases, that are in the unfinished stage.

The Report of the past year's Activities of the Federation presented by the General Secretary was the main point of Discussion and observations by the members. The subject matter covered in the Report consisted of:
1. Our Case in the Supreme Court and the strategies to be adopted. One of the off-beat points that came under discussion was whether, for better synergy, we should think of a joint approach with like minded petitioners, whose SLP also carried similar prayers before the SC. The final position that emerged was that , while it was a very desirable kind of step, it would have a lot of practical issues of coordinating with the Counsels of the different petitioners and making them talk the same language, apart from working out steps that would result in sharing of costs. The Co consensus was that we could make purposeful efforts in trying this line of approach. Incidentally, the Gen. Secretary of the AIRIEF , positioned in Bengaluru, took the initiative in going over to our place of Conference , in the evening on the 9th , to have preliminary talks, to explore such a joint approach . Those talks have given us some positive indications that we could take this initiative forward.
2. The Report talked of the Case in the Ernakulam H C of the 92-93 retirees, which was suddenly posted for the 7th of November 2018, giving us very little preparation time, to be in a position to attend it. We therefore had to ask for an adjournment, which was granted by the Court. The case is currently shifted to the Hearing List, which, in the normal course hints at some more time before it is posted for Hearing. The EC members were also apprised about discussions on this matter, with the EDs of LIC on 13th Nov. 2018, where from our side we have assured the CO that if they could take the initiative, in considering the matter on the lines of the SC decision, on the M C Jain case, the cases in court now, can be withdrawn.
3. Discussions in the EC also referred to the Defects in the implementation by the LIC on the DHC judgment and the consequent payment of Arrears, and our latest approach of filing an Affidavit in the SC on the Defective implementation by LIC, and particularly pointing to the individual Protest Letters sent to The Chairman LIC, by our members. One view of the speakers in the EC , suggested that we leave this matter at this stage, and instruct our counsels to plead for the main matters in the SLP, which significantly included the Pension Updation/upgradation point.
4. The main thrust of discussions in the EC was around (a) improvement in numbers in the membership in the Association Units, through clearly directed strategies and (b) Expansion in the no of our Units which remained at 19 against the present number of LIC Divisions, which was around 108. The EC meeting also officially accorded membership to the new Unit at Ahmadabad, which had sent in its affiliation fee to the Federation. The singular efforts by Sri O P Vasisht, our dynamic member from Delhi, in this behalf were acknowledged. The number of units could now be counted as 20. The efforts of Bengaluru Association in the Expansion Drive was also acknowledged, as they had been responsible for additional units at Mysuru and Dharwad, and were now on their efforts to bring about newer units at Udupi and Belgaum and possibly even Shimoga. The sustained attempts by the Thrissur and Ernakulam units at establishing a newer centre at Kozhikode, was also acknowledged. Sri S K Awasthi mentioned of their attempts at Lucknow for units at Varanasi, which were to be taken forward with the help of Sri O P Vasisht. The Kolkata Assn referred to preliminary efforts for units at Kharagpur , Burdwan and Asansol. These efforts were to be kept going, as the EC felt these were the life-blood, for the Federation to remain vibrant and effective. One important suggestion by way of a Constitution amendment, to have more Joint Secretaries, particularly to take care of Expansion plans in the vast spread of this Country, was made, which could be examined by the GC next year.
5. Developing a regular contact and relationship with the LIC Management at Mumbai was stressed by the President in his opening Remarks. The deliberations took this point further in suggesting some consistent strategy of discussing at regular intervals on two or three issues at a time, in a focused manner.
6. The present method of communication by the Federation through E-Circulars came in for positive observations from the Committee. However, in attempting to communicate these circulars, in turn to the members, at the local Unit levels, there were some issues, and a request was made that some strategy of sending Hard-copy Circulars should also be thought of by the Federation, at least once in a while on important developments.
7. The Audited Accounts for the year ending with March 2018, was placed before the House, which was approved. Since the Treasurer could not make it for the Meeting, this job of presenting the Accounts and its highlights were taken over by Sri V R Krishnan, EC member from Chennai. Earlier, The Report of the General Secretary, after detailed discussions by the members, was also unanimously adopted by the House.
8. A Resolution empowering signatories in Mumbai, placed by the Treasurer (in absentia), was also passed authorizing the named persons to open Accounts, place Deposits etc.. with Banks. Only one observation was made that out of the three persons so authorized, one will necessarily be the Treasurer.
9. A Resolution dissolving the present set up of the Legal Committee was also passed by the House. This step was taken after discussions which pointed to the need for a change, from the point of view of better functionality. However, the Legal Experts, who had been part of the Committee, would all be contributing to the Federation's efforts on the legal front, now directly under the charge of the General Secretary. Another Resolution was also passed , placing on record the Appreciation of the Executive Committee for the excellent services of the Legal Committee in the 4 years it functioned in that capacity.
The Bengaluru Association hosted a Dinner for the EC members and Sri K S Raghunath , Vice President of the Bengaluru Assn, and the colourful Master of Ceremonies for the EC meeting, sponsored a memento each for the members from his personal account. A vote of Thanks was proposed by Sri S K Majumdar Joint Secretary from Kolkata, where he hinted that they may like to host the next General Council Meeting.
