Sir,

Sub: Changes required in NGI and other benefits to the employees.

We are writing to you with a specific request to reconsider the policy on increments for long-serving employees, and we hope for your immediate attention and favourable action on this matter.

Currently, increments are only awarded if the employee is in service, even after completing 365 days of service. The Honourable Supreme Court has addressed this in Civil Appeal No. 2471 of 2023 (@ SLP (C) No. 6185/2020. The apex court has clearly stated that denying a government servant the annual increment he has earned for the services he has rendered over a year, subject to his good behaviour, is unjust. Therefore, the entitlement to receive an increment crystallises when the government servant completes the requisite length of service with good conduct and becomes payable on a succeeding day, regardless of his employment status. This judgement of the Supreme Court applies to all. Hence, we request the management to make the necessary amendment in staff rule to incorporate these fair and just changes. The entitlement to the benefit of annual increments, Stagnation increments, periodic employee benefits, or revision in salary is due to the service already rendered. Merely because an employee has retired on the preceding day of due benifits, he cannot be denied the annual increment, Stagnation increment, periodic employee benefits, or revision in salary to which he has earned after rendering the required service with good conduct and efficiency in the preceding year/ specified period.

  • We have proposed that the pension be calculated on basics of the last drawn salary or the average of ten months' salary, whichever is higher, as is prevalent in the Central Government. To our knowledge, this has been approved by the Board of LIC and is awaiting approval by the Department of Financial Services. We urge you to expedite the process for immediate implementation, as this will significantly benefit our employees and their families and is urgently needed.
  • At present, the enhanced family pension for the spouse of the deceased employee is given only up a deceased employee would have attained the age of 65 years. This is given up to the age of 67 in all the other institutions, including Banks and the Central Government. We demand that this should be implemented in LIC also.

All three demands mentioned above are vital to the interests of in-service and retired employees. Considering that many employees will retire in the next two years, these changes will improve their living standards. They are already prevailing in most institutions and have been approved by the country's apex court, indicating the need for us to align with industry standards.

Hence, a team should be delegated to liaise with the Department of Financial Services to bring necessary amendments as soon as possible.

145 th issue of Eastern News November,2025

Respected Members/Readers,

The month of October can be described as the month of great festivities. We  enjoyed Durga Puja. Dipanwita Kali Puja .  Diwali, Chhath Parab and then Jagaddhatri Puja the remnant and aspect of which is still evident.  Devi Jagddhatri is another form of Devi Durga and it is worshipped in all parts of Bengal with grandeur adhering to cultural tradition. But this Puja is predominantly worshipped at Chandannagar and   Krishnanagar where the festival is being performed with great enthusiasm and fanfare. Although the origin of Jagaddhatri puja was traced in ancient religious scripts/texts or sloka   but the present form of the festival is attributed mostly to Raja Krishnachandra Roy of Krishnanagar for performing this puja in the last part of the   18th century. However, all credit goes to Indranarayan Chowdhury of  Chandannagar  for expansion and creating immense popularity of this festival which is drawing numerous devotees and tourists alike to have visual experience of   beautifully decorated magnificent traditional temple or theme-based temple illuminating   with equally matching famous decorative lighting for which Chandannagar is famous.  Due to immense popularity and rich Cultural Heritage  this Jagaddhatri Puja is also deserved for inclusion in the List of UNESCO's Intangible Cultural Heritage.

There is one religious as well as historic event   in the month of November. The 556th birth anniversary of   GURU NANK DEV will be observed with all solemnity on the 5th November being the auspicious Kartik Purnima that is also RASH PURNIMA. In the month of November, we will also observe International CHILDREN's DAY as well as International Day for DIABETES.

 The November 2025 issue of Eastern News has been published in all such backdrop. The issue is being sent as an attachment of this letter with a desire that we will be enriched with your valuable suggestions/comments which will surely guide us in future.

APPEAL TO MADURAI DIVISION RETIREES

Dear Members 
Our advocate, who argued our case passionately for three and half hours, will be submitting his written arguments to the court on the 27th of this month.
Further, the GOI and LIC advocates are also  expected to file their replies on the 29th and 30th.
We now need to make the next payment to our advocate. 
From our Madurai Division, we have already contributed generously, 
I sincerely thank each and every one of you who has stood with us and supported this noble cause.
However, a few of my dear friends asked me:
> "Why should only we contribute? There are many other divisions that haven't paid — why do Angurajan   asking us again and again?"l
Because of such questions, I have refrained from making any appeal for contributions until now.
But today, another friend said something that truly moved me. His words touched my heart:
> "You continue asking; those who have a generous heart will definitely come forward to give.
Hence, I am humbly sharing this message today. If possible, please send your contribution before the 26th, either to Mr. Panneerselvam or directly to our Association account.

Those who feel burdened or uncomfortable with this request — please, there is no compulsion at all. Let those who wish to find self-satisfaction in joining this crucial moment come forward willingly.

 Dear RAM KRISHNA SAHNI Ji, 
   
 I extend my heartfelt greetings to all of you on the auspicious occasion of Deepavali, a festival filled with energy and enthusiasm. This is the second Deepavali after the grand construction of the Ram Temple in Ayodhya. Lord Shri Ram teaches us to uphold righteousness and also gives us the courage to fight injustice. We have seen a living example of this a few months ago during Operation Sindoor. During Operation Sindoor, Bharat not only upheld righteousness but also avenged injustice. 
   
 This Deepavali is particularly special because, for the first time, lamps will be lit in many districts across the country, including remote areas. These are the districts where Naxalism and Maoist terrorism have been eradicated from the root. In recent times, we have seen many individuals abandoning the path of violence and joining the mainstream of development, expressing faith in the Constitution of our country. This is a major achievement for the nation. 
   
 Amid these historic achievements, the country has also embarked on next-generation reforms in recent days. On the first day of Navratri, lower GST rates were implemented. During this "GST Bachat Utsav" (Savings Festival), citizens are saving thousands of crores of rupees. 
   
 In a world going through multiple crises, Bharat has emerged as a symbol of both stability and sensitivity. We are also on track to become the third-largest economy in the world in the near future. 
   
 In this journey of a "Viksit" (Developed) and "Aatmanirbhar Bharat" (self-reliant India), our primary responsibility as citizens is to fulfill our duties towards the nation. 
   
 Let us adopt "Swadeshi" (local products) and proudly say: "This is Swadeshi!" Let us promote the spirit of "Ek Bharat, Shreshtha Bharat". Let us respect all languages. Let us maintain cleanliness. Let us prioritize our health. Let us reduce the use of oil in our food by 10% and embrace Yoga. All these efforts will rapidly move us towards a "Viksit Bharat". 
   
 Deepavali also teaches us that when one lamp lights another, its light doesn't diminish, but it grows further. With the same spirit, let us light lamps of harmony, cooperation and positivity in our society and surroundings this Deepavali.
Once again, wishing you all a very Happy Deepavali.

Published in "Bar and Bench" on 18/10/2025: Last Sunday, the former Attorney General K. Parasaran was felicitated on completing 75 years as an advocate and 50 years as senior counsel. This remarkable and memorable event was attended by no less than five sitting Supreme judges, the Chief Justice and other sitting and retired judges of the Madras High Court. 

In the list of Senior Advocates of the Madras High Court, his name is the first. He was designated by the Federal Court in 1944.

His father Kesava Aiyangar was engaged in a contempt case in 1987. At that time, he was 95 years old but was remarkably fit. He climbed to his chamber on the second floor without touching the banister.  He too completed 75 years at the Bar and so did his son K. Parasaran. He was blessed to see his son occupy the posts of Advocate-General of Tamil Nadu and later Solicitor-General and Attorney-General for India. Parasaran's learnings from his father:

(i) First read all facts thoroughly. Secondly, focus more on the statutory provisions and read them again and again. Case-laws should be referred to only later.

(ii) Cite as few cases as possible. If there is one important Supreme Court decision in your favour, do not waste the time of the court by citing numerous High Court judgments.

(iii) Divide your submissions into specific points and argue them in order of their importance.

(iv) While in preparing for a case, only 60% of the time should be spent on reading. The balance 40% must be spent on "thinking" about your case. (This is invaluable piece of advice).  

(v) Make sure you complete the preparation of your case  at least 48 hours before the day for final hearing. You should then tie your brief and open it only in court. His memorable words were: "If you endlessly prepare, you will be endlessly unprepared."

PS: 2018:Many would remember he advanced very impressive argument in SC in the case of women's entry to Sabarimala Temple - arguments centering on the constitutional protection of the deity's Brahmacharya, against permitting women of a certain age group. I remember the 5-member constitutional bench suggested to him to take his seat and argue but he would not deviate from the custom.
