First of all, let me introduce myself . Sir, I
am ABDUL AZIZ RAWANI, resident of RAIPUR ( CHHATTISGARH). I retired from
STC, LIC, Raipur as a Faculty member in the Cadre of DM. I know you
as PENSIONER's VOICE and SOUND TRACK Editor. I got your E-mail id from
this Forum only.
I have been regularly visiting your above FORUM
since last few days and I appreciate your Devotion , Promptness ,
Accuracy and Way of Presenting in the FORUM and your involvement and
Hard Labour for nice Editing. I am particularly impressed with your
"Pension Anomaly Chart as on 31/01/2016 Post Wage Revision in LIC ",
prepared in Excel Sheet . Sahniji, you are doing a very Good Job for the
Benefit of Our Retired community, for which you deserve due
appreciation from all of us.
Dear Sahniji, please don't mind, I am giving you
some trouble. I am confident that you are the proper person to guide me
for correct way of Calculating and arriving at my Basic Pension. In
fact, there is a matter of interpretation of Pension Rules involved in
it, which, as an Expert in dealing such matters, you must be able to
interpret. Moreover, it will give rise to huge financial loss, if not
interpreted properly by the concerned official, while fixing Basic
Pension of a person falling under such a Group like mine. In fact, till
now, no Arrears have been paid in our Division to any Post 01/08/2012
Retirees and as informed by Divisional Office,they have referred to
Zonal Office.
Sahni Sir, As per Pension rules, Last 10 Months
Average Pay has to be calculated. I retired on 31/01/2013. As such, I
have to take into account my Basic pay and FPA from April 2012 to
January 2013.
Here, I may add that my Basic in the DM's
Cadre was fixed in the Maximum of the Scale on 14/06/2006 i.e from the
date of my taking over as DM, because I had already drawn all the
Stagnation Increments in the Cadre of ADM. Again Since, I reached
Maximum of DM 's Scale FPA was continued to be paid to me even after
promotion, which I was drawing in ADM's cadre also at AO 's applicable
rate, because of my Cadre being AO's as on 01/11/1993. In nutshell I
want to say there is no change in my Basic and FPA in the pre-revised
Scale for the Last Ten Months prior to date of my retirement.
Sir, the period of Ten Months prior to
Retirement falls in Two Categories. First Four months period falls
under pre-revised regime and Last Six Months fall under the regime of
Revised Pay Scales. Now, if we proceed to take the Average on the basis
of Old and New, there will be huge difference in Calculation of Basic
Pension. Earlier, while basic pension was calculated on my Retirement
Date based on pre revised scales, Last Month's Basic+ FPA was exactly
equal to Average of Basic+FPA for last Ten Months.
Kindly have a look and let me know what
should be the correct Interpretation. I am sure the Revision of Pay
Scales are done not to penalize and in fact in revision is mainly Merger
of Basic and DA and Fixation of Salary is done on the Basis of Basic as
on the date of Revision and for calculation of Basic Pension taking old
Basic for some period will amount to heavy Reduction of Basic
Pension,so arrived at , when compared to Basic Pension calculated on
the basis of last Month's Figure alone . This reduced Figure of basic
pension, so arrived at will affect a lot, while calculating Commuted
Value.
I think you have followed me what I
want to convey. If , you desire I can furnish exact Salary particulars
to you. I know, you must be busy now a days. Please take your time to
study this matter, because it is going to affect all, who retired after
01/08/2012 before completing Ten Month's period i.e between 01/08/2012
to 31/05/2013. I do not know whether there is a clarification from CO on
this matter, which is going to create another ANOMALY, if not properly
interpreted and Idon't find any Logic behind taking TEN MONTH's Average
for this purpose.
