Efforts with LIC CO on Mediclaim premium,correct method& principle for 40 % IR to all pre8/97 pensioners

Dear friends,

1)I wanted to talk to Chief Per to protest the steep & substantial hike in Mediclaim premium for 2016-17 for all categories

2)I desired to know the background of their talks with NI Insce Co & what concessions, modifications & extra benefits arconferred to enable us pensioners to realize the utility of such drastic rise in premium, adversely affecting poor pensioners whose pension remains unchanged for more than 23 years

3)When I rang up, I was glad phone was ringing, but alas,PA told me he is on leave & attends on Monday I resigned to fate

4)Then I rang up Secretary ER ,Mr Sen,who is already on transfer orders to Sri Lanka.He was available

I told him my purpose,premium is terribly high upsetting all pensioners,whose pension is static since 1/11/1993 & so deep erosion in takehome pension

I offered our modest suggestion that only way to alleviate the suffering of pensioners hardhit by this bombshell is to enhance the threshold limit of subsidy premium SA  by doubling the same for 3 categories from Rs3lacs, 4 lacs, 6 lacs to Rs 6lacs, 8 lacs & 12 lacs respectively.This is an impartial suggestion as NI wanted to enhance OSA by adding 2 more above Rs 20 lacs, ie Rs 25 lacs & 30 lacs.I also read out 4/5 examples of old & New premium as prepared by Sri RKSahni

This alone shall give relief to the frustrated pensioners,who feel many do not claim, some claim,pensioners always claim genuinely,many should get No Claim Bonus .But with all these, yet this sad circular destroyed all happiness of many festivals last 10/12 days

I also stressed the dire need to extend the revocation clause by issuing a circular ,& upto 14 may 2016.Also other restrictive condition, otherwise earlier year happening & limit will be taken as final etc also should wait

I also conveyed the essence of my talk earlier to Chief ,in particular that 40% IR shd not suffer from infirmities of same wrong calculations as 20 % IR ,as Hon SC Bench order dt 31/3/2016 is categorical of fitment in Basic Pay 0f 1/8/97 & then usual method of DR merger etc.I said it shd be in the same manner in which wage revision is done, in short

I enquired whether final advice to ZO/DO & premium  chart is sent,he said Personnel Dept does not do that ! I said there will be diverse calculations creating havoc & disappointment otherwise Sy ER said he will inform EDPer & later MD after she returns from leave

5)Then I tried MD Smt Usha Sangwan.Substaff was there, he told me she is on leave.I enquired if PA is there, he told me to ring up after 45 mts.I did so.Mr Rajesh picked up, I gave my little biodata,conveyed in abridged form as what I told Sy ER.He said she comes on 25April ,after half day, Conference & then only after another 2 days. I told him I had the privilege to train her as DR Officer then,she knows me, please do convey the short gist of my request & urgency of same as 6 weeks deadline of SC will be over,time is running out
