I am OK now though the medical advice is I should undergo another scan by end of June and undergo cystoscopy again if necessary.
As for your query on Rule 3 A , I am fairly confident that in as much it is the cause for discrimination among two sets of pensioners on the basis of a cut- off date, it will be struck down. Some of pensioner friends have been advocating that we should attack Sec 48 itself which will be futile as govt. will oppose it tooth and nail as a matter of policy in view of identical powers having been retained by them under the acts relating to nationalization of banks ,SBI act etc.

In
short the power of notification cannot be taken away but any rule framed in
exercise of that power if it denies any constitutional guarantee, in my view
can be successfully resisted as in the case of our rule 3 A.
