Report of the individual(separate) discussions by management
with NOINO delegation held on 27.2.2017.
NOINO delegation led by *Pulak Kumar Dey* All India Working
President (from Kolkata) along with *Shri Dattaraj Prabhukhanolkar* All India
GS( from Pune) *Shri Ramchandra V.* Org. Secretary SCZ (from Bengaluru), *Shri
Brahmesh Hardikar* EC member WZ unit (from MDO 3, Vile Parle) and *Smt. Madhuri
More* President Mumbai 2 unit( from Sion Div) had individual discussions on
27.2.2017
Management was represented by *Shri Sharad Srivastav* ED
Personnel, *Smt T. S. Hindoyar* Chief Personnel, *Shri M.C. Chaturvedi*
Secretary ER/A and *Shri Sanjay Singh* Assistant Secretary ER/A.
We discussed the regular pending issues and *3 unique
demands raised by NOINO* which are given below separately.
1. *5 Days' Week*- We once again raised this issue and
expressed resentment of officers & employees for unnecessary delay in
Implementation. ED said that the management is taking follow up with Govt and
hopeful for early solution.
2. *One More Option
for Pension* We pointed out that in our recent meeting with Chairman it was
assured that management will take up with Govt afresh. *ED replied that a
letter has been sent to finance ministry reminding our issue and further follow
up with Govt would be taken.* We pointed out that in our last meeting with MOS
Finance, the minister was very much positive on this issue.
3 *Increase in PL accumulation and paternity leave*- On
raising this demand offered in last wage revision *ED personnel replied that in
coming days this will be notified by Govt*
4 *Anomaly after
computer increment*- Management was not positive on this issue and said that
the govt need to be convinced.
5 *KPI*- After listening to our arguments management assured
that it will be *merged with APAR* in next financial year.
6 *TMP*- We strongly once again resisted the unilateral
imposition of Transfer & Mobility policy as it is not needed and
demanded *massive recruitment in class 3&4 employees* ED replied that
any flaw observed in that policy or guidelines issued can be corrected. He
further said If any discrimination is found the officer can appeal before
appellate authority within LIC.
7 *Group insurance for outstanding loans & advances*-
Management has agreed to study the proposal and come out with certain new
benefit Scheme or revision in existing scheme.
8 *Perquisite tax to
be borne by LIC on interest free / subsidised interest rate advances*-
Management assured to study and take up the matter in due course.
9 *Results of Actuarial Core Group selection*- We raised
this issue once again and pointed out the inordinate delay in declaration of
results. Management said that they are working on review mechanism for the Core
group and it will take some time to declare the result.
10 *Delay in promotion*- We protested the increasing delay
in consideration of batches for promotion in AAO, AO, ADM cadre.
There was strong argument on this issue and we reminded
management that this situation has arisen because of lack of Promotion policy
for officers. We once again demanded the Assured Career Progression (ACP) like
central government employees. We reminded them about our demand of running
scales for class 1 officers which can at least assure the rise in salary even
if officer is not promoted.
*UNIQUE DEMANDS BY NOINO* We have demanded following 3
points which are new and unique but most beneficial for all the classes of employees.
1. *Gratuity on RBI pattern for LIC employees* - NOINO has
demanded the gratuity to be paid on RBI pattern which at present is most
beneficial scheme. *As per RBI pattern the gratuity to be calculated for whole
service (our present scheme is for 15 years only). Out of total service for
first 20 years 30 days to salary for each year to be taken and for balance
service period (over & above 20 years) additional 15 days salary for
each year to be taken for calculating the gratuity.* *As per staff regulations
the actual amount calculated OR gratuity as per Act (20 lakhs proposed increase
in ceiling) whichever is higher will be paid.* Management has asked us to
submit separate paper on this and agreed to consider after thorough study of
the demand.
2. *Administrative Tribunal for grievances of employees in
all Cadre*- This is the second unique demand made by NOINO considering the
injustice on employees in promotion & Transfer issues Arguing our
points we insisted on *neutral authority with some quasi judicial powers to be
set up as grievances redressal machinery* This will help to resolve various
disputes arising due to non promotion and non consideration of request
transfers. Management has shown little interest in setting up such machinery
for the issues. NOINO will take follow up of the demand in due course.
3. *Modify the rules to incorporate PF opted employees in
GROUP MEDICLAIM POLICY & payment of Pl encashment after voluntarily
resigning from service before age 55 after putting 20 years service*
We raised this genuine demand of the employees who didn't
opt for Pension and want to leave job because of health / personal reasons.
This is a clear discrimination & disparity between employees and must
be removed by modifying the rules. These employees also should be given all
terminal benefits at par with Pension opted employees. Management has noted
this and assured to study the matter.
NOINO will be taking follow up to remove all such anomalies.
Apart from this the issue of transfers of officers posted in Guvahati audit
centre ( North East region) was raised. Management assured to consider. NOINO
assures to follow up all the issues in coming days.
