Dear Friends,
The Federation has never gone for an agitation in the month of March as we are apprehensive that it will affect the Performance of LIC, which we always consider first. You will remember that even last year, we have withdrawn our agitation, based on the positive assurance from management. We were resorting to simple programs only, even though we were very much concerned about non-implementation of one more option for pension and five-day week. Instead of trying to address our real concerns and finding out solutions, the management is trying to implement new promotion policy, which is not going to give any solution for the stagnation faced by officers. They are trying to create an impression that it is going to be beneficial for officers which is not true. If 1200 AOs were contesting for 300 vacancies, now it will be 7000 and the vacancies will be the same- 300. This is going to make everyone unhappy and bringing in interview, they can pick and choose whom they want. There is neither transparency nor uniformity. That is why we have suggested fast track policy where aspirations of young officers will be taken care of without hurting the feelings of seniors. This is not acceptable to management, for reasons, better known to them. It is already too late and they are going to play with our lives as the transfer and promotion postings, may go to even July. Rubbing salt to injury, the management has brought out circular 368, which can only be considered as an infringement on our fundamental rights, liberty and privacy. We have already taken a decision that our members will not upload preventive health checkup details as part of E- APAR.
We are going ahead with withdrawal of extra co-operation and work to rule, in this context. It is the endower of each and every officer to upheld the dignity of the officer and that of Federation.
WITHDRAWAL OF EXTRA CO- OPERATION MEANS;
No officer should sit beyond office hours, whatever be the compulsions. Ensure that cash counter is closed at the exact time, both in SO and parent branches. This applies to programmers also. Otherwise they should insist on written instructions to go for shift system.
The circulars issued by the competent authority should be followed without any deviation. (Whether it is KYC/AML or other instructions of CO). No action should be taken on the basis of oral instructions or mails which are contradictory to the instructions issued by the competent authority.
No cheques should be written, against the circulars issued by the central office and Government of India. Ask for written instructions if you are pressurized.
IRDA is conducting surprise inspection in branches and those who are violating KYC/ AML are facing disciplinary proceedings and Vigilance cases. This may happen in CSBOS also in future. So please be vigilant.
No marketing conferences, VCs, agents meeting before and after office hours and on holidays. You will be under pressure. But learn to say NO at least now.
Finally, a word to the in-charge of the branches. You are going to be the worst affected, if the promotion policy is implemented in the current form. Many a times the spirit of our agitation losses momentum, due to the lack of full cooperation from you. It should not happen this time.
This is a do or die situation. So all must implement the instructions in Toto.
