This has to be negotiated by the in-service unions & pensioners' associations with LIC Management.
For pre-August 1986 retirees,the justification can be that as only ex-gratia pension of a paltry amount of Rs 350 plus DR is being paid making it inadequate for meeting old age medical expenses.
There is definitely a case for similar benefit for pensioners covered by LIC Pension Rules 1995 at least to the extent of 50% of what is paid to in-service employees at the latest rates.It is also a matter of human rights.
