Request for Information Sharing Session

Dear Madam,

We wish to bring to your attention certain pressing issues concerning employees, which require early consideration and remedial measures to ensure fairness, motivation, and operational efficiency within the Corporation.

The current promotion policy has been in operation for some time. The existing promotion policy is no longer in tune with the new realities of our working conditions in the view of digitalisation. The present system has failed to adequately recognise merit, experience, and the expanded responsibilities now shouldered by employees. The rule for promotion to AAO under 1(b) states that the number of posts to be filled by this category shall not exceed 20% of the vacancies notified for promotion. In the current situation this should be reviewed and the ceiling needs to be increased. We urge that the policy be revised at the earliest in consultation with the employee’s union to ensure fairness, transparency, and career progression for all.

With the Corporation undergoing rapid digital transformation, the roles and responsibilities of employees have evolved significantly. Many cadres are now handling new job profiles and technology-driven functions, often without corresponding recognition in cadre structuring. We suggest an immediate cadre review exercise to realign manpower planning, role expectations, and promotional avenues with the changed functional realities.

We are deeply concerned about incidents where employees have faced severe punitive action in fraud-related matters despite the absence of any mala fide intent on their part. While we strongly support stringent measures to curb fraud, it is equally essential to ensure that investigations are fair, transparent, and distinguish between wilful misconduct and procedural lapses or systemic deficiencies. LIC should also ensure that FIR is filed immediately in fraud related cases. There have been instances where culprit has swindled money, employees penalised but LIC did not filed FIR. Rather the policyholders filed FIR which resulted in the arrest of the culprit. Adequate safeguards and clear guidelines may be framed so that innocent employees are not unduly victimised. The three main vulnerable areas where fraud is committed is NEFT data entry, documents presented for payment, death certificate and hospital records. The challenge is to ascertain the genuineness of papers being submitted. Protection mechanisms must be put in place to prevent the innocent from being punished for failures beyond their control. AI-based tools can ensure genuineness of the policyholder and documents by cross-verifying data from various external databases like UIDAI, PAN, Bank details, death certificate, hospital records etc.

We would also like to draw your attention to few issues concerning employees.

  • A.
    Housing loan subsidy should be continued for employees taking VRS on health ground.
  • B.
    Employees who were recruited through Hon’ble Supreme Court Order dated 18.01.2011 and are covered under NPS are getting superannuated. Their pension amount is ranging between Rs.3500 to Rs.4500 depending upon their length of service. During their service they had opted for higher sum insured under mediclaim scheme. After retirement their mediclaim premium itself is substantial leaving very meagre amount in their hand. We request you to consider giving one time option on retirement to reduce the sum insured under Mediclaim Scheme.
  • C.
    On promotion stagnation increment should be considered for fitment.
  • D.
    At present Robotic surgery is covered under our Mediclaim policy for Malignant Cancer, Brain, Heart and Spine only. We request you to kindly include Kidney under robotic surgery.
  • E.
    Existing Mediclaim policy covers expenses for MRI/CT scan only once for respective diagnostic tests during the policy period and if done for a different organ/body part reimbursement is allowed twice during the policy period. There have been instances specially in accident case/special case where MD doctor recommends MRI or CT scan (as the case may be) twice for the case organ within the policy period. Our request is that such cases may be considered for MRI / CT scan twice for the same organ.
  • F.
    We graciously acknowledge and thank the management for giving 100% subsidy in premium of compulsory family floater sum insured under Group Mediclaim Scheme to retired employees aged 71 years and above/ spouse of deceased employee or spouse of retired employees and their eligible family members. We request you to kindly extend this benefit to all who superannuates after attaining the age of 60 years, which will be gracious gesture from your end. We also request LIC to extend the facility of periodic health checkups to all retirees and their spouses.
  • G.
    LIC should go for need based recruitment in Class 3 & Class 4 as around 15,000 retirements will take place in coming 5 years and servicing can become a challenge leading to image crisis for our Corporation and thereby creating trust deficit amongst our policyholders.
  • H.
    LIC had recruited Assistant in 2020 under various category including person with disability. LIC has till date not provided him with a PC with special software for blind employees. We urge upon you to please look into the matter and take necessary action.

Hence, it will be in the benefit of all to hold an Information Sharing Session in the view of the metamorphic transformation undergoing in the working environment in LIC through digitisation initiative like DIVE which is reshaping processes, efficiency and employees experience. It should be our collective endeavour to explore constructive solutions that balance the Corporation’s interests with employees’ welfare and morale.
