We Super Senior LIC PENSIONERS are submitting herewith below our formal representation dated 5th September 2026, addressed to the Chief Executive Officer & Managing Director, Life Insurance Corporation of India, for your urgent personal attention and statutory consideration.
We write to you carrying the profound anxiety and dwindling hopes of thousands of octogenarian and nonagenarian pensioners who have served this public institution with utmost dedication.
Key Grounds for Central Government Intervention
Statutory Alignment via Rule 56: Under Rule 56 (Residuary Provisions) of the LIC Employees Pension Rules, 1995, matters relating to pension for which no express provision exists in LICEP Rules are governed by the corresponding provisions of the Central Civil Services (Pension) Rules. As LICEP Rules contain no express provisions for age-based additional pension (e.g., 20% to 100% increment upon reaching 80, 85, 90, 95, and 100 years under CCS Rule 44) or periodic basic pension revision (CCS Rule 66), Rule 56 serves as the explicit statutory conduit intended by Parliament to extend these benefits.
The Administrative Impasse & Statutory Authority: LIC Management consistently maintains that under Section 48 of the LIC Act, 1956, final powers to notify or alter pension benefits rest exclusively with the Central Government (Ministry of Finance, DFS). While LIC has been requested to formally move a recommendation under Rule 56, the ultimate authority to issue the required Gazette Notification lies with your office.
Human Cost and Protracted Litigation: Our pension matters have remained pending before the Hon’ble Supreme Court since 2017 with over 44 adjournments. Over 27,000 LIC pensioners have passed away during this period without receiving final justice. Furthermore, despite the Supreme Court referring the matter to the Special Lok Adalat held in August, no resolution could be achieved due to lack of executive consent, leaving super-seniors in a state of continuous hardship.

In view of the above, we humbly pray that the Department of Financial Services, Ministry of Finance, may kindly:
Invoke Section 48 read with Rule 56 of LICEP Rules, 1995 to issue an explicit Gazette Notification extending the benefits of the Revised CCS (Pension) Rules, 2021 (including age-based enhanced pension and revision norms) to LIC pensioners.
Provide an administrative direction to LIC of India to process and forward their formal concurrence under Rule 56 for immediate implementation.

Sir, a strange and deeply painful impasse has emerged for LIC pensioners:
Protracted Litigation & Delay: Our legitimate, rule-based demands have remained pending before the Hon’ble Supreme Court since 2017. With over 44 adjournments spanning nearly a decade, there is still no clear prospect of an early final hearing.
The Human and Financial Cost: This delay in justice has cost the lives of over 27,000 pensioners who passed away without seeing a resolution. Simultaneously, crores of rupees—both public funds and retirees' life savings—are being drained toward endless legal expenses.
The Special Lok Adalat Opportunity Lost: Most recently, when the Supreme Court referred our matter to the Special Lok Adalat held from 21st to 23rd August, an ideal opportunity for an amicable settlement arose. Unfortunately, both the Central Government and LIC refrained from giving consent, creating an unexpected deadlock that leaves us super-seniors—who are in the twilight of our lives—without recourse.
The Statutory Conduit: Rule 56 of LICEP Rules, 1995
While we fully recognize that under Section 48 of the LIC Act, 1956, final statutory powers to notify pension benefits rest with the Central Government (Ministry of Finance, DFS), there is a sharp divergence between what LIC can do under statutory principles versus what it has chosen to do.
Rule 56 (Residuary Provisions) of the LIC Employees Pension Rules, 1995 explicitly states:
"Matters relating to pension and other benefits in respect of which no express provision has been made in these rules shall be governed by the corresponding provisions contained in the Central Civil Services (Pension) Rules..."
Because LICEP Rules, 1995 contain no express provision for:
Age-based additional pension (e.g., 20%, 30%, 40%, 50%, and 100% enhancements upon reaching 80, 85, 90, 95, and 100 years under CCS PENSION Rule 44), or
Periodic basic pension REVISION under CCS PENSION Rule 66,
there is no direct statutory conflict.
Rule 56 serves as the explicit legal conduit designed by Parliament to adopt these updated Central provisions.
Retaining Rule 56 within our regulatory framework while denying its practical benefit creates an arbitrary administrative gap that severely impacts super-senior retirees who urgently require financial support for medical and end-of-life care.

Your Leadership to Break the Ice
Though LIC management has refrained from implementing these rules independently, LIC possesses full legal and administrative standing to submit a formal corporate recommendation to the Central Government.
As CEO & MD, you hold the power to break this decade-long ice by formally moving a proposal to the Department of Financial Services (DFS), Ministry of Finance, stating:
"Under Rule 56 of the LIC Employees Pension Rules, 1995, LIC recommends adopting the Revised CCS (Pension) Rules, 2021 for LIC pensioners to extend age-based enhanced pension and revision norms."
