Department of Financial Services,

Ministry of Finance, Govt of India.

New Delhi

Respected Sir,

Hearty congratulations on taking over as Joint Secretary, Insurance, Department of Financial Services.

National Organisation of Insurance Pensioners (NOIP) is a registered trade union of pensioners of Life Insurance Corporation of India (LIC), affiliated to BMS, which is recognized by Govt of India.

Sir, we look upon you with hope that many of our long pending issues would see satisfactory resolution under your regime as Jt Secretary. Your posting as Jt Secretary, Insurance not only serves our interests well, but also shows Government’s intent to address the issues of Insurance sector, at the earliest.

Pension in LIC of India has not been revised ever since it was introduced in 1995. We have on several occasions submitted our pending issues with the hope to see them resolved at the earliest. But unfortunately, they remain pending for the last 38 years.

Besides the main issue of updation of pension there are other issues, the following four among them have been recommended by LIC of India long back for approval and notification:

  • 1.
One more option to left over Directly recruited Engineers, Ex-Servicemen and resignees to opt for pension (there are very few of them and their case is no different from thousands of other PF optees who were allowed to opt for pension in 2019).
  • 2.
Fixation of pension at 50% of last drawn pay or last 10 month’s average, whichever is beneficial to the employee.
  • 3.
Payment of double the Family pension for 7 years or up to the age of 67 in case of death of employee/pensioner below the age of 67.
  • 4.
Enhanced pension for super senior citizens of 80 years and above.

Besides this there are other issues that need your kind attention and compassionate consideration. The enclosures give details of the issues that are pending for long.

Sir, we hope that our issues will get your kind attention and see resolution.

We take this opportunity to wish you a highly fulfilling tenure in DFS.

With sincere regards,

Encl: As above

Rajiv Kumar Sharma

General Secretary

China’s Food Slowly Killing Everyone: Fake Beef Loses Color, Rubber-Like Rice, Dyed Vegetables 9 September 2026 #chinaobserver
A Chinese blogger bought beef online that did not change shape or color even after being boiled for half an hour. The cooking water turned red. He said it was clearly fake beef and questioned what it was actually made from. Transcript : A passenger on a Chinese high-speed train said the boxed meal he bought had an unusual texture.
0:1818 secondsThe rice grains were like rubber bands, leaving him afraid to eat it. He jokingly asked, "What kind of high-tech product is this?"
0:2727 secondsFood safety problems in China continue to emerge one after another. On September 5th, a blogger named Jang posted a video on social media claiming
0:3636 secondsthat many vegetable warehouses in Gansu province were dying their lettuce stems.
0:4141 secondsThe video showed several farmers or vendors working on site. They took bundles of lettuce stems and soaked them in a dark green liquid before removing
0:4848 secondsthem. Public information shows that Eugon County in Gansu Province is a major vegetable growing and distribution
0:5555 secondsarea. In 2020, the county had nearly 55,000 acres of vegetable farmland with total production reaching 690,000 tons.
1:061 minute, 6 secondsIt has been designated a national demonstration base for pollutionfree vegetable production. The blogger shared testing reports and said samples of the
1:141 minute, 14 secondssoaking liquid were collected from three different vegetable houses. Tests found the presence of brilliant blue and
1:211 minute, 21 secondstartreine. Although both substances are approved food additives, they're not allowed to be used in vegetable processing. The vendor's actions may
1:291 minute, 29 secondsconstitute illegal use beyond permitted limits. The blogger said he visited 13 vegetable warehouses in areas including Dinguent and Dalian town in Eugon
1:381 minute, 38 secondsCounty. He found that more than half of the warehouses had farmers using unidentified liquids to soak lettuce stems. At one site, he found a bottle
1:461 minute, 46 secondslabeled compound food additive compound colorant. It had a green color, leading him to suspect that farmers were illegally using food coloring to enhance
1:551 minute, 55 secondsthe appearance of vegetables. The blogger said these illegal practices mainly occurred at distribution centers after village level purchasing agents
2:042 minutes, 4 secondscollected the vegetables. Large quantities of lettuce stems are harvested by farmers, purchased collectively by agents, and then
2:112 minutes, 11 secondstransported to distribution centers for pre-processing before being shipped across the country to major cities. The additive soaking process takes place at
2:202 minutes, 20 secondsthese distribution centers. Some locations even carried out the process outdoors, leaving green chemical residue on the ground. The soaked lettuce stems
2:282 minutes, 28 secondswere then placed directly into cold storage. The blogger said vendors used liquids containing synthetic dye such as tartrezine and brilliant blue to soak
2:372 minutes, 37 secondslettuce stems, mainly to cover up yellowing and surface damage that occurred during harvest and storage. One user claimed that many people who dye
2:452 minutes, 45 secondslettuce stems do not even measure the amount of coloring used. They simply pour it in, soak the vegetables overnight, wash them, and send them
2:532 minutes, 53 secondsdirectly into cold storage. The fresh lettuce stems you eat may have just been pulled out of a dye tank. Member of Shanghai Food Safety Research
3:013 minutes, 1 secondAssociation, Leo Shiawei, told Chinese media that long-term consumption of Brilliant Blue and Tartreine could potentially cause adverse reactions such as allergies and even pose cancer risks.

A staff member from the Eug County Agricultural and Rural Affairs Bureau said authorities had launched on-site inspections. The official said that
3:213 minutes, 21 secondsaside from the coloring agents, no toxic or harmful substances such as heavy metals or formaldahhide were detected in the affected lettuce stems. The staff
3:303 minutes, 30 secondsmember also said the coloring could be removed through repeated washing. One user criticized the situation, saying
3:373 minutes, 37 secondsfrom formaldahhide treated cabbage to industrial copper sulfate treated green onions and now the dyed lettuce stems in Yu Jong, the methods used have never
3:463 minutes, 46 secondschanged. Every time it is independent bloggers using hidden cameras to expose the problem. Only after public outrage
3:533 minutes, 53 secondserupts do authorities rush in to conduct inspections.
3:573 minutes, 57 secondsOn September 5th, the Yong County government in Gansu issued a statement saying they had inspected 53 vegetable purchasing and storage businesses across
4:064 minutes, 6 secondsthe county. They found that six businesses had illegally used food additives when purchasing lettuce stems and all six cases have been open for investigation.
4:154 minutes, 15 secondsHowever, many users questioned whether only six businesses were involved. One commenter said, "If more than half of the 13 warehouses were soaking
4:234 minutes, 23 secondsvegetables, this was not just one vendor making a mistake. It's being done on a large scale." Another person suggested that the other 47 businesses may have
4:324 minutes, 32 secondshidden the problematic vegetables after receiving advanced notice. Meanwhile, Kurchchin Beef, a major beef company in
4:394 minutes, 39 secondsInner Mongolia, recently faced controversy after its beef rolls were found to contain added guar gum. On
4:464 minutes, 46 secondsAugust 28th, the Sutran Provincial Administration for Market Regulation released inspection results showing that a batch of original cut beef rolls
4:544 minutes, 54 secondsproduced by Kurchin tested positive for guar gum in both initial testing and follow-up testing. The product was classified as non-compliant.
5:045 minutes, 4 secondsGuar gum is a food thickener used to increase viscosity, retain moisture, and improve texture. It can be used in some
5:115 minutes, 11 secondsprocessed meat products. However, original cut meat is generally not expected to contain such additives. Data
5:195 minutes, 19 secondsshows that consuming large amounts of gorg gum may cause bloating, diarrhea, or digestive discomfort. under special
5:265 minutes, 26 secondscircumstances involving extremely high doses and insufficient water intake. It may also increase the risk of blockage in the esophagus or intestines. Kurchin
5:355 minutes, 35 secondsbeef was once selected as a beef supplier for the Beijing Olympics and the Guanjo Asian Games. As a leading company in China's beef cattle industry,
5:435 minutes, 43 secondsthe company's involvement in a food safety controversy has further damaged consumer trust in fresh meat labeling.
5:505 minutes, 50 secondsChinese-made gummy candies have also been accused of containing large amounts of caragenin.
5:595 minutes, 59 secondsIf you have children at home, you need to watch this video until the end. Does a child often buy and eat this kind of gummy candy? Today, we're going to do a
6:066 minutes, 6 secondssmall experiment right here. Let's heat it with fire and take a close look. See that after melting at high temperatures, it becomes extremely sticky. It sticks

One user said, "Any type of food could potentially have safety issues when the cost of breaking the law is so low and regulation is so weak when people don't
9:399 minutes, 39 secondsfake or tamper with products." Another user said, "It suddenly made me realize the importance of religious belief.
9:469 minutes, 46 secondsPeople who believe in divine punishment fear consequences and would not act so recklessly or commit such harmful acts."
9:539 minutes, 53 secondsCurrently, Chinese media reports on food safety issues usually point to failures in regulation and inadequate laws.
9:599 minutes, 59 secondsHowever, many observers believe the deeper reason is that senior Chinese Communist Party officials have long enjoyed a special supply completely
10:0710 minutes, 7 secondsseparated from ordinary citizens. They rely on exclusive supplies, avoid public oversight, and maintain their
10:1410 minutes, 14 secondsprivileges. Since they themselves do not face food safety concerns, they naturally lack the motivation to push for reform. Amid repeated food safety
10:2310 minutes, 23 secondscrisis, China's top leaders have remained unaffected. This is because they have access to a completely separate supply system. The term CCP
10:3210 minutes, 32 secondsspecial supply refers to food, ingredients, and daily necessities specifically provided for senior officials from the CCP central
10:3910 minutes, 39 secondscommittee, the state council, and other privilege groups at both central and local levels.
10:4610 minutes, 46 secondsAuthorities operate dedicated farms, livestock facilities, and fisheries around Beijing and other parts of China that are close to the public. From
10:5410 minutes, 54 secondsfarming and breeding to transportation and storage, the entire process is monitored by specialized departments.
11:0011 minutesTesting standards are reportedly even higher than international standards.
11:0411 minutes, 4 secondsThese products are often delivered through special channels and do not enter ordinary markets or mixed with civilian food supply chains. In
11:1111 minutes, 11 secondsaddition, the children's education system for China's elite extends from the central government to local levels, creating a complete privileged education
11:1911 minutes, 19 secondsnetwork separated from ordinary citizens. The rice, flour, cooking oil, meat, milk, vegetables, and fruits come
11:2711 minutes, 27 secondsfrom specially managed farms and undergo multiple rounds of testing. Facilities such as playgrounds, gyms, music halls,
11:3411 minutes, 34 secondsdrinking water systems, and table wear sanitation systems are far above average social standards. Many students come from highle communist families and grow
11:4311 minutes, 43 secondsup inside a closed circle separated from ordinary children. China affairs commentator Yang Bo said that when
11:5011 minutes, 50 secondsillegal formaldahhide use in cabbage was exposed, Chinese state media had already reported in 2012 that such practices
11:5711 minutes, 57 secondswere common in the industry. He said that lettuce stem dying, guar gum added to beef, and using tanker trucks to transport cooking oil are among the many
12:0612 minutes, 6 secondsfood safety issues exposed in recent years. According to Young, these are not new problems, but long-standing ones that have been known for decades. He
12:1512 minutes, 15 secondssaid, "The CCP's corrupt governance is the root cause." Young explained that the CCP has long promoted atheism and discouraged belief in divine
12:2412 minutes, 24 secondsconsequences or moral cause and effect, allowing people to commit wrongdoing without fear.
12:3012 minutes, 30 secondsFormer Chinese leader Maong used political movements such as the Cultural Revolution to destroy traditional moral values. Dang Xiaoping launched economic

reforms while suppressing the 1989 pro-democracy movement, causing many Chinese to withdraw from politics and
12:4612 minutes, 46 secondsfocus mainly on making money. Jang Zamin suppressed fallen gong, a movement that promotes moral self-improvement and traditional values. Jang governed
12:5512 minutes, 55 secondsthrough corruption, allowing people today to pursue wealth by any means necessary.
13:0113 minutes, 1 secondThe consequences of his rule continue today. Yang said that after current leader Xi Jinping came to power, he intensified political struggles and
13:0913 minutes, 9 secondspurges, causing many officials to become passive and widespread bureaucratic neglect to take hold. As a result, regulatory work in areas such as food
13:1813 minutes, 18 secondssafety have received even less attention.
13:2113 minutes, 21 seconds[clears throat]
13:2113 minutes, 21 secondsUS-based current affairs commentator Tong Jing Ren said the biggest reason China's food safety problems cannot be solved is the CCP's distorted GDPonly
13:3013 minutes, 30 secondssystem which causes local governments to prioritize protecting local interests over protecting consumers health.
13:3713 minutes, 37 secondsHe said that whether it was the official response to the formaldahhide treated cabbage or previous incidents involving tainted milk powder, toxic rice, and
13:4613 minutes, 46 secondstainted oil, authorities have followed the same pattern. After public outrage grows, they quickly move to contain the situation and reduce attention.
13:5513 minutes, 55 secondsEventually, major issues are minimized and smaller issues are dismissed. Tong said this happens because once a scandal grows too large, not only could local
14:0414 minutes, 4 secondsofficials careers be affected, but the CCP believes its own image of being great, glorious, and correct could also be damaged. As a result, covering up and
14:1314 minutes, 13 secondsdownplaying incidents has become an unspoken agreement from top to bottom.
14:1814 minutes, 18 secondsTonging Yuan also said that Chinese agricultural products have long been part of domestic and international supply chains. if food safety incidents
14:2614 minutes, 26 secondsto occur frequently, consumer confidence and overseas market trust in these products could be damaged. He said this is the result of the CCP's long-term
14:3414 minutes, 34 secondstolerance of fraud and another example of China blocking its own path. He said when examples like this accumulate to a certain point, they will eventually
14:4314 minutes, 43 secondscause the international community to completely reject products made in China.
14:4914 minutes, 49 secondsChina's special supply system does not only apply to government officials.
14:5314 minutes, 53 secondsProducts supplied by Chinese factories to Hong Kong, Macau, and overseas markets are generally of better quality than products sold domestically. This is
15:0115 minutes, 1 secondmainly because these territories have stricter food safety standards and inspections. Chinese manufacturers are more cautious because they fear losing business if problems are discovered.
15:1215 minutes, 12 secondsHowever, because governments in other countries are responsible to their citizens and continue to raise inspection standards, Chinese products
15:1915 minutes, 19 secondsstill face problems overseas from time to time.
15:2315 minutes, 23 secondsFor example, in October 2024, the European Union's rapid alert system for food and feed reported that Chinese
15:3115 minutes, 31 secondsexported egg products were found to contain excessive levels of the band veterinary drug enrolax.
15:3715 minutes, 37 secondsBefore the issue was detected, they had already been distributed to multiple European countries. After the discovery, countries involved returned the

products. The incident attracted widespread attention in both domestic and international trade and food safety circles. Interestingly, even Russia, a
15:5315 minutes, 53 secondsclose partner of the CCP, has refused to overlook food safety scandals involving Chinese products. In April this year,
16:0016 minutesRussia reported that 22.4 tons of chicken imported from China were found during border inspection to contain excessive levels of oxyetracycline
16:0916 minutes, 9 secondsresidues. The shipment failed to meet Russian food safety standards and was handled according to regulations. One user commented, "If Russians don't eat
16:1716 minutes, 17 secondsit, just give it to the Chinese people because anything that can be exported must be the best." Another said, "Even Russia, a close friend, is rejecting
16:2516 minutes, 25 secondsit." However, because global supply chains have become deeply intertwined with the Chinese Communist Party's industrial network, food safety problems
16:3316 minutes, 33 secondsin China are now exposing risks to products produced in other countries.
16:3816 minutes, 38 secondsFor example, since December 2025, multiple batches of infant formula containing arachnidonic acid oil were
16:4516 minutes, 45 secondsfound to be contaminated with ceruide, a toxin produced by the bacterium Berius Sirius.
16:5216 minutes, 52 secondsCeruide can cause nausea, vomiting, and diarrhea. The incident led international brands including Nestle, Danon, and
17:0017 minutesLactylus to carry out precautionary recalls in dozens of countries and regions worldwide. In France, the deaths of three infants were suspected to be
17:0817 minutes, 8 secondslinked to recalled infant formula products. According to the EU's official notices, the incident originated from
17:1517 minutes, 15 secondsarachodonic acid oil, a key ingredient in infant formulas supplied by the Chinese company Cabio Biotech.
17:2317 minutes, 23 secondsThe European Union has since imposed stricter border controls on imports of this ingredient.
17:3017 minutes, 30 secondsCommentator Wyong wrote on X that this was not simply a contamination incident but a reflection on global supply chain
17:3717 minutes, 37 secondssecurity. He said that unless the world completely separates from and cuts ties with irresponsible suppliers, everyone could face threats to food safety.
17:4617 minutes, 46 secondsWhen said, "Do you think you can stay out of it enjoying the view along the Sen?" Then you're wrong. Various boomerangs are already flying through
17:5417 minutes, 54 secondsthe air. Don't wait until one hits you before you realize the pain. Associate Professor at the Department of Diplomacy
18:0118 minutes, 1 secondand International Relations at Tom Kong University in Taiwan, Chening Mo told the media that the key issue lies in
18:0818 minutes, 8 secondsweak regulation and corruption in China's authoritarian system combined with cost cutting pressure from intense economic competition that undermines
18:1718 minutes, 17 secondsquality control. He said that repeated food safety incidents are not only a livelihood issue but should also become an opportunity to push for supply chain
18:2518 minutes, 25 secondsrestructuring. He called for the international community to build transparent democratic supply chains to reduce systemic risks.
