महोदय/महोदया,

A reference is invited to DOPT OM dated 14.10.2024 on the above mentioned subject wherein, DoPT has advised in consultation with Department of Expenditure and Department of Legal Affairs in pursuance of the Order dated 06.09.2024 of the Hon'ble Supreme Court that "action may be taken to allow the increment on 1st July/1st January to the Central Government employees who retired/are retiring a day before it became due i.e. on 30th June/31 December and have rendered the requisite qualifying service as on the date of their superannuation with satisfactory work and good conduct for calculating the pension admissible to them.

As specifically mentioned in the Orders of the Hon'ble Supreme Court, grant of notional increment on 1st January/1st July shall be reckoned only for the purpose of calculating the pension admissible and not for the purpose of calculation of other pensionary benefits" (copy enclosed).

2. In view of above, it is requested that all the cases/representations/grievances may be dealt accordingly.

R Doraiswamy, Managing Director of the Life Insurance Corporation of India (LIC), is expecting tax incentives for the insurance sector and subsidies for people below the poverty line to encourage insurance adoption and boost penetration in India.

"There needs to be some kind of nudge that people to go towards insurance. Some tax incentives, some push from the government like kind of a subsidy for people below the poverty line to take insurance," Doraiswamy said on the sidelines of the Insurance & Reinsurance Conference 2025.

He added that the insurer would welcome any announcement that encourages people to engage in long-term savings through insurance.

Pensioner Organisations cases in SC

When AIREF mentioned to the bench, the cases were adjourned by about 6 months. When mentioned by AIIPA, the adjournment improved to 7 months. That happened for very senior citizens who have short span left for them. It is not known, why such long adjournments.

Incidentally, the resultant benefit is the hearing of the cases, only after CJI (against whose judgement the cases are) retires in May 25 (and the summer vacation that follows). Hope, there will be no embarrassment then for the bench.

'REPLY DOCUMENT '22

In the Bullet points of NOIP published in your blog, it has been stated that 42000 PF optees got the benefit of one more option for pension (OMOP) from LIC and GI companies from 1/12/2019.
I forward a copy of the RTI reply received by me according to which the following got the benefit of OMOP in 2019-20:
Serving employees of LIC                 12085
Number of retirees of LIC                   1889
Number of family pensioners of LIC   335

Total                                                      14309
The GI companies' additions  would have been much less and hence the total figure of 42000 mentioned in the post is inaccurately exaggerated.
Incidentally, in my view , the various issues taken up by the NOIP have also been taken up by the various other pensioners' Associations and NOIP cannot claim exclusive credit for all the benefits that have accrued on the various issues to the pensioners.
The increase in the rate of family pension notified on  11/9/2023  was also pursued by our Hyderabad Retired Class I Officers' Association  and other Associations as well.Mr Anand Tyagi was constantly following up  with the DFS at the personal level and broke the news of approval by FM  even  before the Notification late on the night of 11/9/2023.
So let us recognize that all Pensioners' Associations are pursuing the issues of common interest to LIC pensioners.Some Associations may not give much publicity to their efforts but might have silently made things happen.
Of course , I fully appreciate the efforts made by NOIP on the various issues of concern for LIC pensioners by frequent communications to LIC Management and meetings with DFS officials and Hon'ble FM.

➢ NOIP was born in 2004, affiliated to Bhrateeya Mazdoor Sangh, a nationalistic, Number One 
Central rade Union. 
➢ In fact, we were late in entering pensioners' field though the Pension Rules were notified in 
1995. 
➢ It is a bare fact that pensioners join multiple associations of pensioners and hence majority 
pensioners are having multitude membership. 
➢ It Is also a grave fact that pensioners have to fend for themselves because the associations of in￾service employees seldom take up the issues related to pensioners. As pensioners do not have 
any power to fight out the issues with the management/GOI, it is a dire necessity to have 
continuous liaison with both and keep them apprised about the burning issues, concerning 
pensioners.
➢ As such, NOIP believes that perfect liaison only would bring remedy to our problems. NOIP, 
though a nascent organization, has become the hope of pensioners through its vibrancy and it is 
unique for the following reasons-
➢ It is the first pensioners' organization to submit the Charter of Demands for pensioners in 2004 
and has been insisting LIC to call us also for negotiations.
➢ Meets LIC's top officials in CO (MD/ EDP/ Chairperson) at least 3-4 times in a year for follow-up 
of pending issues. Pune being NOIP's HQs, we have easy access to CO. 
➢ This is not the case with other associations and they hardly meet LIC's top officials even once in 
a year.
• NOIP is instrumental in;
➢ Getting one more option to opt for mediclaim
➢ Inclusion of parents and parents-in-laws in medicalim scheme after employee's retirement
➢ Cashless hospitalization for all in-patient admissions
➢ 75% subsidy in mediclaim premium for pensioners too
➢ Increase in SA coverage etc. 
➢ Since many were left out from the Mediclaim cover NOIP had been following up for one more 
option (second time) and also demanding the option to those who have resigned from service 
including those resigned on health grounds. 
➢ We also took up agitational campaign by sending mails to Chairperson from 19th August to 7th
September 2023. 

➢ As a result, LIC issued circular on 1-9-2023 giving one more option to join Mediclaim scheme. 
But again, VRS optees and resignees were not given option. We are pursuing the matter.
• NOIP studies the issues in all details and hence pursuing some anomalies to be set right like;
• Computation of basic pension, insisting 50% of last basic pension drawn as basic pension
• Retirement in the same month if DOB is first of the month, etc. 
• We are happy to inform that due to the continuous follow-up with LIC for more than 10 years, 
LIC has referred the computation of pension at 50% last basic drawn (whichever is beneficial to 
the retiring employee) to the GOI for consideration along with other pension related issues.
• NOIP had been following up regularly with the LIC/DFS for;
➢ Granting flat 30% of basic pay as family pension
➢ Full pension after 20 years of service
➢ Increased pension for pensioners aged 80 and above
➢ 100% DA neutralization of pre 8/1997 retirees
➢ Up gradation of basic pension with every wage revision, etc. 
➢ We are happy to inform that due to the continuous follow-up with LIC/DFS for more than 10 
years, DFS issued the gazette notification on 11-09-2023, enhancing the family pension to 30% 
of last basic drawn, without any ceiling.
• NOIP was the first organization to demand Group Insurance Scheme to pensioners and right 
from 2015, strongly making out a case of existence of Insurable Interest for pensioners. 
➢ We are happy that LIC extended the GIS to pensioners but unfortunately stipulated a cutoff date 
as 1-4-2018. 
➢ NOIP is pursuing the matter with LIC insisting to offer GIS to all the pensioners irrespective of 
date of retirement.
• The demand of one more option for pension (OMOP) was hanging in air since 1996. 
➢ NOIP had been building pressure through BMS on the DFS (Dept of Financial Services) especially 
after the NDA Govt came to power in 2014. Due to the efforts of BMS, Late Shri.Jaitleyji, the 
then FM approved the demand and it was notified in April 2019. More than 42000 PF optees 
both in Life and General Insurance industry exercised the pension option and are drawing 
monthly pension now from 1-12-2019. 
➢ On our continuous follow-up with LIC, OMOP matter is re-referred to DFS recommending 
allowing the option to Ex-Servicemen and direct recruit engineers in Engineering Dept recruited 
in 1996-97 and favourable response is awaited through notification.
➢ 8) NOIP has been following up with DFS for the resolution of other issues related to pension 
including –
➢ Updation with every wage revision, Full pension for 20 years, 
➢ One more pension option to left over ex-servicemen and directly recruited Superintending 
engineers etc.
• NOIP has been demanding cash medical allowance to cope up with monthly medical expenses.
• NOIP is the only organization to fully digitize its operations, right from enrolment of members 
up to reconciliation of its accounts. Within 2-3 minutes, enrolment process, online would be 
completed and within seconds digital receipt is sent to the member.

• Regular communication to members through emails, whatsapp, sms etc giving real time 
communication (we are appreciated by one and all for our continuous communications).
• Meeting Ministers/officials of Finance Ministry at regular intervals
• NOIP is not in competition with any union/association of pensioners, but the platform is utilized 
to cater to the different needs of pensioners and family pensioners including Mediclaim related 
issues with a service motto.
In view of the above, we urge upon you to join NOIP to strengthen the organisation and to inspire us 
more in the services of the pensioners at large irrespective of their union affiliations.

.1)Repeated attempts to reach Sri A.Sarkar,ED Personnel could not succeed. After big timegap, I tried his Mobile.Luckily he picked up.As Govt Parliamentary Committee Meeting was in progress ,he stole some time to return to his chamber.I thanked him for the opportunity,as Landline from Chennai near impossible,we exchanged pleasantries, greetings for a Happy, Prosperous New Year 2025,I said Pensioners Fedns fervent hope for Positive settlement of Many issues & grievances pending for long time, some presumably as hinted in earlier Meetings by Fedns ,few gained acceptance from MOF,some a favourable nod & as good time has elapsed,CO TOP Mgt must release solutions  so that Pensioners will be grateful for such noble empathetic solutions sooner now.  
   I   told EDPer, he must have gone through my Email to MD Sri SatPal Bhanoo who listened fully to my presentation of issues needing urgent attention & closure favourably. I reiterated

i)Seniors age-related, valueadded Rise in Basic Pension at ages 80,85,90,95 & 100 by 20%,30,40,50 & 100 % ,as last discussions  months before ,indication given of Govt favourable acceptance, a determined final CO Circular will gladden the hearts of Aged Pensioners,languishing with poor,meagre pension must be a boon. FURTHER, the outlay on this count ,when we worked out ,is app Rs100-120crpa. I urged EDPer to hasten this solution
    Please appreciate  how many Aged Pensioners,these Super Senior Citizens would have passed away & not only that: when for CGovt & others  enjoy this avowedly practical Enhancement Agerelated stepup of Basic Pension last 2 ,VI & VII PC ,how much LIC Similarly placed Seniors lost heavily !! 
  Kindly take decision to release this very soon,for which we all shall be grateful

ii)I depicted the harrowing experience of Pensioners ,who deprived of Domiciliary, are seeing big erosion in their pension, as high expenses are involved for Consultation, injections, medicines, Dental cost formidable & total de nial ,Self & Spouse,2nd time to visit Doctor for full cure,muliple expenses,need not be told
   All are aware, Pensioners need CMB Cash Medical Benefit Yearly as is being offerred to Employees & more richly deserving,Rs16,250pa for Class 3 & 4,Rs20,300 for Class 2, & for  Class 1,upto Basic Pay Rs1,63,950, CMB Rs32,400 & others above this BP, Rs48,500
    Here again,as EVERY Wage Revision,amounts of CMB Revised reasonably, HOW MUCH Pensioners would have been deprived can easily be Appreciated . 
   GOOD SENSE  should prevail on MGT to ALLOW SAME CMB for Pensioners too without delay. We may point out that our reasonable calculations show only  Outlay ranging from Rs100 to 120 crores.Majority fall in Lesser CMB Groups,PLUS Family Pensioners have jumped to high 50% of Regular Pensioners ,as compared to earlier years %

iii) Sir, when Retirement age was raised from 58 to 60 years,normally Automatically,Issue of Family pensioner,who earlier were getting Pension of RP till age 58+7 ie 65,should have been stepped up to Age 67.Not done so far,
Please allow this Humanitarian facility legitimately to wipe the tears of widow.for them to enjoy higher RP till extended age

iv)Please issue instructions to ALL Offices to allow EXGRATIA  amount specified ,not as really Wrongly disbursed ,taking into account Basic lower cadre from which he is promoted,NOT allowing higher Exgratia amount, though for all practical purposes,all other benefits the New fitment higher cadre is computed.All Fedns have appealed to CO ,even referring to earlier CO Personnel circular ,where detailed account is given of benefits           flowing & 
we sincerely appeal to your good sense,as Numbers are few & not large,& even on basis of ethics & empathy,Difference can now be paid, for which SUCH beneficiaries will remember with gratitude..

v)Mr Sarkar,Life Certificate(LC),is a burning issue in August every year,all mechanisation ,New Jeevan Sakshay ,as long as internet is slow & many places active & fast after 3/330pm robs us of delay,nuisance.PLEASE allow VIDEOCALL  from Pensioner to ZO/DOPCell Sy/ASy/AO thorough  to verify Authenticity,photo,SR or PFileNo or even Aaadhar or PANcard No. quickly 100s can be attended & disposed.When it is allowed for Pensioners in foreign countries,all the more India here can fruitfully be Allowed,& not PENALISE pensioner Withholding pension,sad & hurting will it be.

vi) MD Sri SatPal Bhanoo ,when I spoke to him was so courteous on issues& problems of pensioners to be disposed & finalised soon .PLUS you recall ,when I spoke at length with him ,on Family Pensioners to join Group Mediclaim,as then August,September,October over, BUT still November Premium can be deducted & FPs be allowed,he had open mind, no default can be there,asked me he will convey.I then spoke to Personnel & as EDOS was not there, to ChiefOS & lo, they agreed & VERY NEXT DAY,COCircular flashed allowing this extension & to utilise it to maximum.I profusely thanked then & now also ,as not only ZO,DO1,DO2 Chennai But all over India ALL ZOs/DOs would have benefitted  

vii) Earlier CO Circulars of Personnel & OS used to be forwarded on same day to all  Pensioners Fedns but after 5 years stopped.We have been repeatedly requesting to RESUME the good practice of bridging communication gap & pensioners alerted at the earliest.
    SUCH SIMPLE user-friendly issues must be Restored immediately,please..

viii)Kerala HC Judgement in respect of ClassI Officers retired between 1/8/1992 to 31/3/1993 ,numbering as few as 350 app all over India,on the basis of earlier victory in respect of RM Rtd,Sri MCJain,Jaipur,reports & Calculations of arrears from that period to say 9/2024 or so,small amounts only.Fedns represented to ZO/DOs Pension Cell to verify the accuracy, as Number of Months hover around 4 decades from 1993  plus some months based on final date of calculation 

  We plead with you,Sir,to find out,ensure no damage done to the Oldest Group of Pensioners,Many might have died,then Efforts be made to pay to Nominee/Alternate Nominee.Reasons such as NO Pension File cannot be an answer. Pensioner & Family are involved,we should not brush it away  .
  As he had to go back, few more issues could not be taken up.Covenient date/s must be fixed up after Top Mgt primary concerns are over.31st January ,then Budget day 1st February 2025 vital.All eyes on high GST on life insurance policies 18%,GST on Health insce too  final decision ,whether being reduced to 5% or NIL

  • This is further to our hundreds of letters in the past 15 years and the latest being dtd.18-9-2024 regarding the long pending issues. Except the increase in family pension and one more option for pension (denied categories are yet to get the pension option), almost all the issues are either pending at your level or at DFS level. We, being the affiliate of Bharatiya Mazdoor Sangh, the only recognized union by the GOI, have been following up the pending issues at DFS and finance ministry level to get the desired resolution.

RTI Information on number of deaths of retiree-pensioners from 1995-1996 to 2023-24

So far we have been speculating on the number of deaths of retirees and family pensioners in the absence of authentic data from LIC.I had made a RTI application for the statistics of deaths of retirees from 1995-1996 to 2023-24 to which I got a reply dated 9th January 2025 furnishing the figures for retirees only.
I attach a copy of the letter received from LIC and the tabulation and analysis made by  me based on LIC's reply.
Now we can reasonably estimate that 18000 retirees and family pensioners have died having been deprived of upgraded pension during their lifetime. This is authentically a significant number considering that there are about 79000+ live pensioners as on date.
Now we can authentically apprise the Supreme Court about the gravity of the matter necessitating removal of pension anomalies.
More importantly , these data  will also enable us to emphasize the need for providing relief by the Supreme Court with retrospective effect  as opposed to the RBI pattern of upgradation of pension with prospective effect.

The sudden spurt in number of deaths of retiree pensioners in 2020-21 and 2021-22 is conspicuous presumably caused by Covid-19 pandemic
